The fourth edition of Public Investment Fund and Private Sector Forum<\/a><\/strong> At the King Abdulaziz International Conference Center in Riyadh, before a large audience of Their Excellencies, officials, and leaders from the public and private sectors, as well as local and international investors, at an event that reflects the growing momentum of the Kingdom\u2019s economic transformation.<\/p>\n\n\n\n

Al-Ramayan: The Forum Is a Major Platform for Turning Ambition into Opportunities<\/strong>
His Excellency the Governor of the Public Investment Fund opened the event <\/strong>Professor Yasser bin Othman Al-Ramian opened the forum, emphasizing that this edition is taking place at a pivotal stage in the development of the Saudi economy, during which the Kingdom is witnessing rapid maturation of its sectors and value chains, and a shift in aspirations from a focus on returns to horizons of innovation and sustainable value creation.<\/p>\n\n\n\n

He explained that the forum has become the largest platform of its kind for forging partnerships between the fund and the private sector, noting that the number of participants since 2023 has exceeded 25,000, while the previous edition succeeded in concluding more than 140 agreements worth over 15 billion riyals, reflecting the strength of the partnership in propelling the Saudi economy to become one of the fastest-growing in the world. He reaffirmed the Fund\u2019s commitment to empowering the private sector as a key partner in leading economic transformation, through an approach that begins with taking on risks to build strategic sectors, and culminates in deepening local content, localizing supply chains, and developing national capabilities.<\/p>\n\n\n\n

Figures That Reflect the Impact<\/strong>
Al-Ramayan noted that spending by the fund and its portfolio companies on local content reached 591 billion riyals during the 2020\u20132024 period, while the contractor financing program contributed to the implementation of projects worth over 10 billion riyals and raised the participation rate of local contractors to 67% by 2025.
The Fund\u2019s platform has also provided the private sector with more than 190 investment opportunities worth over 40 billion riyals.<\/p>\n\n\n\n

Al-Falih: The Private Sector Is the Engine of the Economy<\/strong>
For his part, His Excellency the Minister of Investment, Engineer Khalid bin Abdulaziz Al-Falih, emphasized that the private sector is the main driver of the national economy, noting that the restructuring of the Public Investment Fund marked a fundamental turning point in the process of economic diversification.
He explained that the National Investment Strategy had helped achieve more than half of its target in a short period of time, with investments reaching approximately 6.2 trillion riyals, and the share of investment in the non-oil economy exceeding 40%\u2014a historic high.
He noted that approximately 95% of the investments came from the private sector, while the fund played a catalytic role without crowding out private investment, with the number of foreign companies doubling and more than 700 companies establishing regional headquarters in the Kingdom.<\/p>\n\n\n\n

Tourism: Record-Breaking Growth<\/strong>
His Excellency the Minister of Tourism, Mr. Ahmed bin Aqil Al-Khatib, confirmed that the tourism sector set new records in 2025, with its contribution to GDP rising from 3.5% to 5%, with a target of 10% for the coming phase, and the number of jobs exceeding one million.
He explained that projected tourism investments between 2020 and 2030 are estimated at approximately 450 billion riyals through a partnership between the fund and the private sector, with the number of tourists expected to reach 150 million in the future.<\/p>\n\n\n\n

Transportation and Logistics: Expanding Opportunities<\/strong><\/p>\n\n\n\n

His Excellency the Minister of Transport and Logistics, Engineer Saleh Al-Jasser, emphasized that the sector represents a promising economic sector, noting that investments have exceeded 250 billion riyals since the launch of the National Strategy, with 70 partnership opportunities with the private sector, 16 of which are currently available.<\/p>\n\n\n\n

Manufacturing and Mining: Localization and Technology<\/strong>
For his part, His Excellency Mr. Bandar Al-Khuraif, Minister of Industry and Mineral Resources, emphasized the Fund\u2019s role in building advanced industries and localizing supply chains, while accelerating the adoption of Fourth Industrial Revolution technologies and artificial intelligence to enhance competitiveness.<\/p>\n\n\n\n

Municipalities and Housing: Opportunities Worth Hundreds of Billions<\/strong><\/p>\n\n\n\n

His Excellency Majid Al-Hogail, Minister of Municipalities and Housing, confirmed that investment opportunities in the non-development municipal sector could exceed 130 billion riyals by 2030, while opportunities in the housing sector will exceed 250 billion riyals, with broad private-sector participation through the \u00abFurs\u00bb platform.<\/p>\n\n\n\n

Specific Agreements<\/strong>
The first day saw the signing of several notable agreements, including a joint venture between \u201cRoshon\u201d and \u201cAgility\u201d to develop a global logistics complex covering an area of up to 1.5 million square meters. \u201cSeer\u201d signed 16 new commercial agreements worth 3.7 billion riyals as part of its strategy to localize the electric vehicle industry, with the sector expected to contribute more than 30 billion riyals to GDP by 2034.<\/p>\n\n\n\n
