more than 400 real estate developers<br><\/strong>He noted that in 2025, more than 400 real estate developers were certified and granted over 100 licenses for off-plan projects in various regions of that the city of Riyadh led the real estate sector in terms of the volume of licenses and units licensed for off-plan sale, accounting for 42% of total licenses, with a total exceeding 200,000 real
