She noted that the municipal licensing system also included the issuance of approximately 199,000 excavation permits, as well as approximately 7,000 permits for adding to or modifying components of building permits; this supports flexibility in the modernization and development of existing projects and enhances the efficient use of land and buildings.<br><br>With regard to procedural efficiency, the Ministry explained that the municipal licensing system continued to streamline its procedures through digital channels and approved pathways, with the average time to issue municipal permits reaching approximately 24 hours in 2025, thereby accelerating completion and increasing beneficiary satisfaction.
