He noted that the fund has continued to fulfill its role in generating returns, recording a total return to shareholders exceeding (7%) on an annual basis since 2017.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This was announced during a government press conference held by the Government Communications Center yesterday evening, on the occasion of the approval by the Fund\u2019s Board of Directors\u2014chaired by His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince, Prime Minister, and Chairman of the Board of Directors of the Public Investment Fund, \u2014may God protect him\u2014of the Fund\u2019s strategy for the years 2026\u20132030, highlighting the Kingdom\u2019s status as a strong financial hub, and a distinguished strategic location, with advanced infrastructure and liquidity linked to global markets, which enhances its ability to attract investments and capital.<br>His Excellency explained that the fund\u2019s investments are long-term, regardless of any short-term market fluctuations, noting that the fund was established in 1971 with a comprehensive development vision aimed at supporting the national economy and strengthening the foundations of sustainable development, In its early days, it focused on helping to establish major national companies such as the Saudi Basic Industries Corporation (SABIC), Saudi Telecom Company, and Saudi Railways, in addition to helping establish the banking sector, all of which played a key role in driving economic growth during that period.<br><br><strong>A Pivotal Turning Point in the Fund's History<br><\/strong>His Excellency the Governor of the Public Investment Fund stated that 2015 marked a pivotal turning point in the Fund\u2019s history, characterized by the formation of its Board of Directors\u2014chaired by His Royal Highness the Crown Prince\u2014its affiliation with the Council of Economic and Development Affairs, and the formulation of its strategy, to contribute to the development of the local economy by expanding its portfolio of global assets, maximizing investment returns, and diversifying sources of income. It is worth noting that the Fund, in line with the launch of the Kingdom\u2019s Vision 2030 and the Fund\u2019s 2018\u20132020 Program, companies aimed at developing 10 promising sectors, and launched a number of major projects, NEOM, the Red Sea Project, Qiddiya, and Roshan\u2014projects that are the first of their kind in the world. During that period, it contributed to the investment and development of these sectors, the transfer of technology and knowledge, the creation of jobs, and the building of local and international partnerships. It also launched the Future Investment Initiative (FII), which has become one of the world\u2019s most important economic and investment platforms. Through the FII, the Kingdom has hosted thousands of leaders, decision-makers, and investors from around the world and witnessed deals worth $250 billion, It has also expanded its international presence by holding events in many major global capitals, such as London, Miami, Tokyo, Hong Kong, and others.<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Investments in 13 strategic sectors<br><\/strong>His Excellency stated that, at the beginning of 2021, the Fund launched its strategy for the period 2021\u20132025, thereby embarking on a phase aimed at expansion and growth, in which it will build on the successes achieved in the previous phase, During that period, the Fund continued to achieve its objectives by growing its assets, investing in 13 strategic sectors, building economic partnerships, and localizing technologies and knowledge\u2014all of which contribute to supporting the Kingdom\u2019s development and economic transformation efforts and cementing the Fund\u2019s position as one of the world\u2019s leading investment entities. Its projects have also contributed locally to improving the quality of life for Saudi citizens and residents by launching national companies that have become leaders in their sectors, such as \u201cRoshon,\u201d which aims to increase the rate of home ownership among citizens.<br><br><strong>Development and Management of Artificial Intelligence Solutions<br><\/strong>His Excellency said: \u201dThe Fund launched the Savi Group in the gaming and esports sector, which contributed to the Kingdom\u2019s organization and hosting of the Esports World Cup, in which more than 3,500 professional players from Saudi Arabia and around the world participated. In the artificial intelligence sector, the Fund launched \u201cHumane\u201d with the aim of developing and managing AI solutions and technologies, and investing in the sector\u2019s ecosystem to cement the Kingdom\u2019s position as a global hub for advancing the best data and AI technologies, The Fund has also empowered leading national companies, such as ACWA Power, through its investment in the company, positioning it as the primary developer of its renewable energy program, which accounts for 70% of the Kingdom\u2019s targets for renewable energy projects planned by 2030.<br><br><strong>(100) state-of-the-art ocean-going tankers<br><\/strong>His Excellency Al-Ramayan explained that the Fund\u2019s investment in Bahri has contributed to its transformation into a global leader with a fleet of more than 100 state-of-the-art tankers, and to unlocking the potential of this strategic sector, and enhancing the resilience and sustainability of supply chains to and from the Kingdom. Additionally, the Fund contributed to modernizing Ma\u2019aden\u2019s strategy and enabling it to forge international partnerships for investment in critical minerals, This transformation has helped strengthen Ma\u2019aden\u2019s global standing and support national supply chains, leading to a fourfold increase in the company\u2019s market value from 60 to 247 billion riyals by 2025.<br>He noted that the Fund has expanded its engagement and cooperation with the private sector through numerous initiatives and programs, such as the \u201cMasa\u2019ama\u201d program for the development of local content, the Fund\u2019s Private Sector Forum and Platform, the Fund\u2019s \u201cAzim\u201d human capacity development program, as well as contractor development and financing programs, designed to enhance their capabilities and qualify them for projects undertaken by the Fund\u2019s companies, and the Industrial Business Accelerator Program, which has enabled startups to develop competitive and innovative products and services to grow their businesses in the Kingdom.<br><br><strong>The Fund's Achievements in the Real Estate Sector<\/strong><br>And in <strong><a href=\"https:\/\/amlak.net.sa\/en\/100395\/\">Real estate sector<\/a><\/strong>His Excellency Al-Rumayyan explained that the fund has created 12,000 job opportunities for the private sector in fields such as engineering design and project management, among others, with a total value of 562 billion riyals, and contributed to achieving its objectives, transforming it from a passive investor into a driver of Saudi Arabia\u2019s economic transformation, making it one of the largest sovereign wealth funds in the world and achieving significant growth\u2014nearly sixfold in the size of its assets under management over the past ten years compared to 2015, reaching more than 3.4 trillion riyals by the end of 2025.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>910 billion riyals in contribution to GDP<br><\/strong>His Excellency revealed that between 2021 and 2024, the fund contributed one-third of the Kingdom\u2019s real non-oil GDP growth, and its contribution doubled from (4%) to (10%), reaching a cumulative total of (910) billion riyals during that period. Its investments in non-oil sectors, such as tourism, contributed to the development of more than (3,600) hotel rooms and the operation of (19) world-class hotels in the Red Sea, KAFD, Al-Ula, and Al-Dir\u2019iyah projects. The Fund and its subsidiaries spent approximately (590) billion riyals between 2021 and 2024, bringing spending on local content in 2024 to (207) billion riyals, which is equivalent to (44%) of the Kingdom\u2019s non-oil revenues in 2024.<br><br><strong>Attracting Foreign Direct Investment<br><\/strong>His Excellency noted that the Fund and its subsidiaries recorded an increase in the local content ratio from (46%) in 2020 to (57%) by the end of 2024, The Fund\u2019s companies contributed to attracting approximately (57) billion riyals in foreign direct investment from 2021 through the third quarter of 2025, across a number of emerging and new sectors, including: real estate, automotive, transportation and logistics, and telecommunications and technology.<br>He explained that the Fund\u2019s strategic partnerships with leading global asset managers have helped expand their operations and establish offices in the Kingdom, and attracted foreign investments exceeding 75 billion riyals to the Saudi market from 2021 to 2025, thereby enhancing the depth of the Saudi financial market, contributing to the development of local talent and the launch of innovative investment products, and fostering the growth of local asset managers.<br><br><strong>Support for Small and Medium-Sized Enterprises<br><\/strong>In the area of small and medium-sized enterprises, His Excellency the Governor of the Public Investment Fund reported that \u201cJada\u201d has allocated 3.5 billion riyals through 46 venture capital and private equity funds to help finance small and medium-sized enterprises and ambitious individuals. He noted that \u201cSanabel Investment\u201d supports the Kingdom\u2019s entrepreneurial ecosystem by leading numerous major investment rounds for startups in the Kingdom, with investments totaling approximately 1.5 billion riyals, in addition to launching a number of initiatives aimed at supporting innovation and entrepreneurship in the Kingdom, from which (165) startups have benefited, The fund has received high credit ratings from the three major global rating agencies, placing it among the elite group of sovereign wealth funds, having received ratings from Moody\u2019s, Fitch, and S&amp;P, noting that these ratings reflect the fund\u2019s creditworthiness and strong financial position.<br><br><strong>Opening of Global Offices for the Fund's Companies<br><\/strong>His Excellency emphasized that the Fund has expanded its global presence by opening a number of offices for its portfolio companies around the world\u2014in Asia, Europe, and the Americas\u2014as part of its strategy for global growth, and building partnerships, in addition to subsidiary offices in four regional markets\u2014Egypt, Bahrain, Jordan, and the Sultanate of Oman\u2014with the aim of identifying suitable opportunities and helping the Fund\u2019s companies and the private sector enter these markets.<br>His Excellency Al-Ramayan outlined the strategy for the next five years as a continuation of the fund\u2019s journey, and as a natural progression from the growth and expansion phase to a new phase of achieving sustainable value, maximizing impact, and enhancing investment efficiency, by transforming 13 strategic sectors into six integrated economic ecosystems, while strengthening the interconnections among them. This will provide the private sector with more diverse partnership and investment opportunities, with a focus on enhancing financial returns to strengthen the Fund\u2019s contribution to the Kingdom\u2019s economic prosperity.<br>His Excellency Mr. Al-Ramayan noted that the Government Center has played a leading role in helping to create and develop the investment environment by updating and improving policies and regulatory legislation, with the aim of increasing the attractiveness of the Saudi market to the local private sector and foreign capital, These include the establishment of policies regarding local content, legislation governing special economic zones, and the modernization of the investment system. These updates will support the Fund\u2019s strategy for the next five years.<br><br><strong>Commitment to Investment Efficiency<br><\/strong>He emphasized that, through its strategy, the fund will focus on ensuring investment efficiency, while continuously evaluating the performance of its investments and projects; with the aim of enhancing the balance of its portfolio and the sustainability of its financial returns, and maximizing its impact for future generations, which will have a positive effect on the economy, while continuing to adopt the highest standards and practices in governance, transparency, operational efficiency, and institutional excellence, including the adoption of the Santiago Principles on corporate governance and risk management frameworks for sovereign wealth funds, and the Fund\u2019s voluntary compliance with the Global Investment Performance Standards (GIPS).<br>He explained that, under the 2026\u20132030 strategy, the fund\u2019s investments are distributed across three investment portfolios, the first of which is the \u201cVision Portfolio,\u201d which aims to enhance integration among priority strategic sectors, maximize value for the Fund\u2019s companies, continue to drive the growth of the local economy, and contribute to achieving national targets and priorities, by developing six integrated economic ecosystems that enhance the synergy of its investments and boost their competitiveness, open the door to broader opportunities and partnerships with the local private sector as an investor, partner, and supplier, and attract international partners and investors. The second portfolio, the \u201cStrategic Investments Portfolio,\u201d on managing and maximizing returns on strategic assets, increasing the economic impact of the Fund\u2019s companies, and supporting their efforts to attract local and international investments, and transform into leading global companies. Through this portfolio, the Fund will continue to invest in long-term strategic areas that take economic changes into account and keep pace with global transformations.<br>He explained that the third portfolio\u2014the \u201cFinancial Investments Portfolio\u201d\u2014will focus on generating sustainable financial returns to strengthen the Fund\u2019s financial position and its role in continuing to grow the nation\u2019s wealth for the benefit of future generations, It will also focus on the Fund\u2019s direct and indirect investments in global markets, with the aim of maximizing returns, continuing to enhance the diversity and flexibility of the Fund\u2019s portfolio, and pursuing strategic partnerships that enable it to attract more global investments and opportunities.<br><br><strong>Investments in Tourism and Recreation<br><\/strong>His Excellency the Governor of the Public Investment Fund discussed several sectors in which the Fund has invested, including the tourism, travel, and leisure sector, which focuses on promoting tourism in the Kingdom by developing strategic assets that generate returns, as well as facilitating air access to the Kingdom, and leveraging the hosting of global events to attract tourists. These initiatives will contribute to the development of more than 100,000 hotel rooms, more than 70 new tourist experiences, and the development of three stadiums ready to host the 2034 World Cup, and achieving a capacity of 96 million passengers at King Salman International Airport, in line with the Kingdom\u2019s goal of attracting 150 million tourists annually by 2030. The initiative includes companies such as \u201cRed Sea International,\u201d \u201dAl-Qiddiya,\u201d , \u201dSafi Esports Group,\u201d \u201dSarj Sports Investment Company,\u201d \u201dExpo 2030 Riyadh,\u201d \u201dKing Salman International Airport,\u201d and \u201dRiyadh Air.\u201d.<br>His Excellency Al-Ramayan explained that the urban development system focuses on improving quality of life by accelerating the development of residential and commercial projects in various regions of the Kingdom, and contributes to achieving a number of national objectives, including raising the rate of home ownership among Saudis to 70% by developing up to 190,000 housing units by 2030, in addition to developing commercial spaces totaling 5 million square meters, involving companies such as \u201cRoshen Group,\u201d \u201dNew Square,\u201d \u201dDowntown Jeddah,\u201d and \u201dKAFD.\u201d.<br>Regarding the advanced industries and innovation ecosystem, His Excellency noted that it focuses on building the Kingdom\u2019s future economy by developing emerging industrial clusters such as manufacturing, electronics, artificial intelligence, automotive and advanced mobility, and the pharmaceutical industry, aviation, aerospace, and defense. This contributes to industrial progress, the development of high-value, exportable products, increased productivity, and the creation of high-quality jobs, including expanding data center capacity to 3,000 megawatts\u2014with the fund targeting 1,800 megawatts\u2014and contributing up to 7 billion riyals toward total spending on domestically manufactured pharmaceuticals in the Kingdom, The fund also aims to produce 285,000 vehicles out of a national target of 500,000 by 2030, and includes companies such as \u201cHuman AI,\u201d \u201dSIR Electric Vehicles,\u201d \u201dNOPCO Medical Supplies and Pharmaceuticals,\u201d and \u201dSAMI Military Industries.\u201d.<br><br><strong>Developing the Economic Infrastructure<br><\/strong>Regarding the industrial and logistics sector, His Excellency explained that the Public Investment Fund has focused on supporting the development of the Kingdom\u2019s economic infrastructure and strengthening the logistics network and core industries, as well as increasing mining output to contribute to achieving the national target. He noted that the Fund aims to improve the quality of logistics infrastructure to support the Logistics Performance Index and container targets, as well as increasing mining output to boost the sector\u2019s contribution to GDP, through companies including \u201cMa\u2019aden,\u201d \u201dSaudi Iron and Steel Company,\u201d and \u201dBahri.\u201d.<br>Regarding the clean and renewable energy and water infrastructure system, he stated that the Kingdom is focused on maintaining its global leadership in the energy sector, as well as consolidating its position as a global leader in sustainable energy, by accelerating the development of renewable energy sources and diversifying energy exports, which will help increase the Kingdom\u2019s renewable energy production capacity to 100 gigawatts; the fund aims to achieve 44.5 gigawatts of this total, involving companies such as \u201cACWA Power,\u201d \u201dSaudi Electricity Company,\u201d , \u201dMarafiq,\u201d \u201dEnergy Efficiency Company (Tarshid),\u201d and \u201dRecycling Company (SARK).\u201d.<br><br><strong>Neom: An Independent System<br><\/strong>He explained that the NEOM initiative is classified as an independent initiative within the Fund\u2019s strategy for the next five years and embodies the depth of the commitment to the success of this project, and grants NEOM the flexibility and autonomy necessary to make rapid strategic decisions commensurate with the scale of the challenges and opportunities. It is worth noting that this classification reflects the Fund\u2019s recognition of the scale and complexity of NEOM, which encompasses a fully integrated economy with multiple, interconnected sectors, including energy, industry, ports, logistics, artificial intelligence, data centers, tourism, entertainment, education, healthcare, and smart urban development\u2014all of which require tailored governance and oversight at the highest level, just as the world\u2019s largest integrated economic zones are managed. He noted that the NEOM plan is based on phased implementation and economic viability, with a focus on Oxagon as the primary driver, The plan relies on disciplined, phased implementation and prioritization based on commercial viability, with this phase focusing on developing Oxagon to be the primary economic and industrial engine. This includes a world-class port, an integrated industrial zone, advanced data centers, and renewable energy facilities, to serve as the actual launchpad that stimulates the rest of the NEOM ecosystem and attracts investments, talent, and global companies, He noted that other projects in NEOM are currently being restructured to achieve greater economic efficiency and sustainable financial viability
