Data showed General Authority for Statistics <\/a><\/strong>The Kingdom\u2019s real estate price index fell by 1.6% during the first quarter of 2026 compared to the same period in 2025, a direct indication of the impact of a package of regulatory decisions aimed at rebalancing the real estate market, particularly the measures implemented in Riyadh.
Experts believe that these declines were a direct result of policies aimed at increasing supply, whether through the release of land or the offering of thousands of residential units at fixed prices, as well as the revision of the vacant land fee system\u2014measures aimed at curbing the rapid price increases the market has witnessed in recent years.

Decline in Residential Real Estate Prices<\/strong>
The residential sector, which accounts for the largest share of the index at 72.7%, recorded the most significant decline, falling by 3.6%, driven by a 3.9% drop in residential land prices, a 6.1% decline in villa prices, and a 1.1% decline in apartment prices, while residential floors recorded a slight increase of 0.6%.<\/p>\n\n\n\n

At the regional level, several regions saw significant price declines, with Al-Baha recording the largest drop at 9.2%, followed by Ha'il at 8.0%, and then the Northern Border Region at 6.6%. Prices also fell in the Al-Qassim region by 5.1% and in Madinah by 5.0%, while prices in Riyadh declined by 4.4%, reflecting the direct impact of real estate stabilization measures that specifically targeted the capital.
The regions of Makkah, Jazan, and Al-Jawf also saw less pronounced declines ranging from 0.7% to 1.4%, indicating that the impact has spread to include several markets within the Kingdom.
In contrast, some regions recorded price increases, with the Eastern Region topping the list at 6.9%, followed by Najran at 3.5%, then Tabuk at 1.5%, and Asir at 1.1%.

Decisions on Restructuring the Real Estate Market<\/strong>
The roots of this transformation can be traced back to a package of decisions issued in March 2025, aimed at restructuring the real estate market, including lifting the moratorium on the development of large areas north of Riyadh, and the provision of between 10,000 and 40,000 plots of land annually at prices not exceeding 1,500 riyals per square meter, as well as regulating the relationship between landlords and tenants and freezing residential rent increases in Riyadh for a period of five years starting in September 2025.
The amendment to the vacant land fee system has also helped stimulate the development of unused land and increase supply by imposing fees on vacant land and unused properties, thereby enhancing market efficiency and curbing monopolies.
These efforts were bolstered by the launch of the \u201cReal Estate Balance\u201d platform to facilitate citizens\u2019 access to residential land within a regulated framework that ensures equitable distribution, alongside government plans to expand the housing supply through support programs and provide tens of thousands of housing units in partnership with the private sector.
Housing support programs have also helped increase the housing supply, as the Ministry of Municipalities and Housing aims to expand the scope of support to include 100,000 families, in addition to providing approximately 80,000 housing units and developed plots of land in partnership with the private sector, while the National Housing Company plans to provide 300,000 housing units in various regions of the Kingdom.<\/p>","protected":false},"excerpt":{"rendered":"
