Learn about the achievements of the housing and real estate sector in the Kingdom's Vision 2030 report for 2025"},"content":{"rendered":"<p class=\"wp-block-paragraph\">As part of the comprehensive transformation led by <strong><a href=\"https:\/\/www.vision2030.gov.sa\/\">Saudi Vision 2030<\/a><\/strong>, highlights <strong><a href=\"https:\/\/amlak.net.sa\/en\/86060\/\">Housing sector<\/a><\/strong> The real estate sector is one of the key pillars for achieving social stability and promoting economic growth; the development of this sector reflects the extent of progress made in empowering Saudi families and improving their quality of life, according to the Vision 2025 Annual Report.<br>The housing and real estate sector in the Kingdom is undergoing rapid transformation that reflects a clear strategic direction toward achieving housing stability and increasing homeownership rates among citizens, according to the report, which reviewed the most notable achievements and developments in this vital sector.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Increasing the Housing Supply<\/strong><br>The report notes that the growing supply of housing units has helped meet citizens\u2019 needs, thereby enhancing their family and social stability and providing them with greater opportunities to live and work in balanced environments. It also emphasized the importance of homeownership as one of the fundamental pillars of stability, in addition to its role in fostering a sense of belonging and improving quality of life.<br>In this context, the report explains that the relevant authorities have worked to launch specific initiatives to provide a variety of housing options at affordable prices, supported by accessible financing solutions, along with the development of regulations and legislation that contribute to improving the efficiency of the real estate market and achieving a balance between supply and demand. Efforts have also focused on incentivizing real estate developers, providing suitable land for construction, and improving the investment climate, which has been reflected in the growth of residential projects and rising homeownership rates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Regulatory Developments in the Real Estate Sector<\/strong><br>The report reviews a series of regulatory developments in the sector since 2016, when the \u201cJood Al-Iskan\u201d platform was launched, followed in 2017 by the establishment of the General Real Estate Authority and the launch of the \u201cSakani\u201d program. In 2018, the \u201cWafi\u201d service was launched to regulate off-plan sales, along with the Developmental Housing Program to achieve Saudi Vision 2030, and the \u201cEjar\u201d platform to regulate the real estate market and authenticate contracts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report also notes that the Sakani platform was launched in 2019, and the Comprehensive Real Estate Sector Strategy was launched in 2020. In 2021, the system for the ownership, classification, and management of real estate units was approved, and regulations were introduced to address the failure of off-plan sales projects. As for 2025, it saw a wide range of measures, including the enactment of the Non-Saudi Real Estate Ownership Law, the launch of a mechanism to address housing subsidy issues, and the launch of the Saudi Real Estate Refinancing Company, along with a directive to lift development freezes on more than 80 projects north of Riyadh, efforts to provide developed residential land for citizens in the city of Riyadh, and the approval of regulations governing the relationship between landlords and tenants in Riyadh.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report also includes a number of other regulatory measures, including amendments to the vacant land fee system, a directive to monitor real estate prices in Riyadh and publish periodic reports, adopting a unified property number in the National Address System and linking it to government agencies, as well as issuing the Property Ownership System for Non-Saudis and establishing its regulations. Furthermore, the \u201cIfrag\u201d electronic service was launched to facilitate property transfers; regulatory limits were imposed on the real estate exchange in accordance with the Real Estate Brokerage Law; amendments were made to the Real Estate Registration System; the launch of a developer support program, the launch of a regulatory sandbox for real estate technology businesses, and the launch of the Developer Services Center (SPC).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Rise in Mortgage Financing<\/strong><br>At the level of <strong><a href=\"https:\/\/amlak.net.sa\/en\/102845\/\">Real estate finance<\/a><\/strong>The report highlights the significant growth in the total value of outstanding residential mortgages (mortgage financing), which rose from 420 billion riyals in 2020 to more than 904 billion riyals in 2025, representing a growth rate exceeding 85% over five years, with this growth expected to continue, supported by the expansion and diversification of financing programs.<br>The report also notes the significant growth in real estate contracts between 2018 and 2025, with residential contracts rising from 49,355 to more than one million. Land contracts rose from 1,100 to 74,022, while self-build contracts increased from 5,752 to 286,964. Similarly, contracts for ready-to-move-in units rose from 42,119 to 534,730, while off-plan sales contracts grew from 384 to 114,321.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Rising Homeownership Rates <\/strong><br>With regard to home ownership among Saudi households, the report shows that the number of households owning their own homes rose from 63,416 in 2019 to 167,605 in 2020, then to 277,967 in 2021, 410,322 households in 2022, 584,337 households in 2023, 743,553 households in 2024, and 851,387 households in 2025.<br>The rate of home ownership among Saudi households also rose gradually, reaching 47% in 2016, 52% in 2017, 53% in 2018, and 60% in 2019 and 2020, then rose to 61.7% in 2021, 64.03% in 2022, 63.74% in 2023, and 65.4% in 2024, reaching 66.2% in 2025.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img alt=\"\" loading=\"lazy\" decoding=\"async\" width=\"893\" height=\"622\" src=\"https:\/\/amlak.net.sa\/wp-content\/uploads\/2026\/04\/3.png\" class=\"wp-image-104156\" srcset=\"https:\/\/amlak.net.sa\/wp-content\/uploads\/2026\/04\/3.png 893w, https:\/\/amlak.net.sa\/wp-content\/uploads\/2026\/04\/3-300x209.png 300w, https:\/\/amlak.net.sa\/wp-content\/uploads\/2026\/04\/3-768x535.png 768w, https:\/\/amlak.net.sa\/wp-content\/uploads\/2026\/04\/3-18x12.png 18w\" sizes=\"auto, (max-width: 893px) 100vw, 893px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">In its conclusion, the report emphasizes that the diversity of housing products\u2014which includes land, ready-to-move-in units, self-build projects, and off-plan sales\u2014 along with flexible financing solutions, has helped enable a broader segment of the population to become homeowners, thereby promoting social stability and supporting sustainable development in the real estate sector.<br>The figures show a clear increase in the number of beneficiaries of housing solutions, reaching more than 98,700 in 2024, before rising to 109,035 beneficiaries in 2025, indicating an acceleration in the pace of housing empowerment. This activity also reflects the growing demand for residential and commercial projects, in line with sustainable development goals.<br>With regard to real estate prices, the data indicate that, for the first time in four years, the quarterly rate of inflation in the real estate sector has declined on a year-over-year basis, a move that underscores the determination to achieve balance.
