{"id":1050,"date":"2013-01-15T14:00:00","date_gmt":"2013-01-15T14:00:00","guid":{"rendered":"http:\/\/amlak.net.sa?p=1050"},"modified":"2013-01-15T14:00:00","modified_gmt":"2013-01-15T14:00:00","slug":"%d8%a7%d9%84%d8%a8%d9%84%d8%af%d9%8a%d8%a9-%d9%88%d8%a7%d9%84%d9%82%d8%b1%d9%88%d9%8a%d8%a9-%d8%aa%d8%b1%d9%81%d8%b6-%d8%aa%d9%85%d8%af%d9%8a%d8%af-%d8%b9%d9%82%d9%88%d8%af-%d8%a7%d9%84%d9%85","status":"publish","type":"post","link":"https:\/\/amlak.net.sa\/en\/1050\/","title":{"rendered":"\u201dMunicipality and Rural Development\u201d refuses to extend project contracts"},"content":{"rendered":"<p>Riyadh-Property<\/p>\n<p> The Ministry of Municipal and Rural Affairs has affirmed its rejection of the measures taken by municipal and local authorities to extend project contracts, after recently noting that municipal authorities and local governments have been increasingly assigning contractors additional work amounting to 10% of the contract value, along with the resulting financial burdens and contract extensions based on such assignments, calling for the adherence to six guidelines in the event of official approval for contract extensions.<br \/>\n The Ministry also emphasized in a circular that it is mandatory to submit, with approval, a detailed schedule of quantities signed by the relevant employees, in addition to attaching the project implementation schedule, which must indicate the percentage of work completed relative to the elapsed project duration, as well as the percentage of funds disbursed and the project\u2019s total value, It also reminded officials at secretariats, municipalities, and affiliated agencies to work in accordance with regulations and to limit the assignment of additional work unless the project requires it.<br \/>\nThe Ministry called for compliance with the regulations when exercising the authority to increase or reduce the contractor\u2019s obligations, or when making any amendment or change to the work contracted to be performed, and to ensure that additional work falls within the scope of the contract and does not exceed it, and that any necessary amendments or changes to the work serve the facility\u2019s interests, provided that this does not result in a breach of the terms and specifications or a change in the nature of the contract or its financial balance, and that the necessary funds to cover the cost of the additional work are secured before the contractor is authorized to proceed with it. Furthermore, if the contract does not contain any clauses or quantities pertaining to the additional work, the matter shall be referred to the Bid Review Committee or the committee responsible for procurement, as applicable, to review the costs of such work and assess the reasonableness of the prices submitted by the contractor; If the contractor does not agree with the committee\u2019s conclusion, the work shall be contracted out to other contractors in accordance with the provisions of the regulations.<br \/>\nThe regulations governing the extension of project contracts prohibited the approval of additional work after the completion of the work covered by the contract.
