The draft has set strict conditions for the property to be subject to the fee, most notably that it is located within the targeted application area, is technically occupiable, and does not achieve the minimum consumption of basic services (such as electricity and water) during the period of vacancy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Vacancy controls and evaluation mechanisms<\/strong><br>The regulation resolved the controversy over the mechanism of calculating the duration of the vacancy, as a continuous or separate period of 6 months during the reference year.
