\u201cEconomy of the East with Bloomberg\u201d program on the sidelines of the World Urban Forum in the Azerbaijani capital, Baku, that the Kingdom plans to begin an annual offering of <strong><a href=\"https:\/\/amlak.net.sa\/en\/64047\/\">Real estate instruments<\/a><\/strong> During the current year, amounting to approximately 20 billion riyals, taking into account global market conditions and geopolitical developments that affect the cost of financing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He explained that the launch of the program is part of an effort to leverage new financing tools, while working to ease the pressure on the banking sector, which bears the burden of financing major projects under the Vision 2030 objectives.<br>In a related context, he referred to previous experiences in the sukuk market, including the program of the Saudi Real Estate Refinancing Company, a subsidiary of the Public Investment Fund, which launched a $5 billion international sukuk program on the London Stock Exchange, and succeeded in issuing $2 billion worth of sukuk, amid strong investor demand that exceeded the supply by about six times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The minister also emphasized that the Kingdom\u2019s real estate market regulatory framework has been finalized through a series of measures, including the implementation of fees on undeveloped land and the adoption of the executive regulations governing fees on vacant properties, as part of efforts aimed at restoring balance to the market.<br>He added that these policies are based on a set of indicators, such as the relationship between real estate prices and inflation rates, rent levels relative to household income, and property vacancy rates, which allow for regulatory interventions when necessary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Al-Haqil concluded his remarks by noting that the measures are already beginning to yield results, with a noticeable increase in the number of real estate licenses in Riyadh, which reflects an increase in supply\u2014a development that, as he put it, supports the achievement of a better balance between
