It is not fair to reduce the experience of the General Authority for Real Estate to criticizing some of its decisions; nor is it objective to merely praise what has been achieved without discussing the methodological approach to implementation. Major regulatory experiences are not measured solely by the magnitude of the change they bring about, but by their ability to build an integrated system where legislation and procedures are structured in a way that makes each stage prepare for the next.
Hence the question of a professional project: has the real estate mediation system managed to combine the speed of transformation with the completion of organizational structure, ensuring the sustainability of the impact and strengthening market confidence?<\/p>\n\n\n\n

There is no doubt that the real estate mediation system issued by Royal Decree No. (M\/130) represents an important turning point in the history of the Saudi real estate sector. The market has moved from a limited regulatory framework that remained in place for many decades to a modern system based on licensing, governance, and supervision, and includes multiple activities such as mediation, marketing, property management, facility management, auctions, and real estate consulting under a unified regulatory umbrella represented by the \u00abFAL license.\"\u00bb<\/a>.
This transformation represents a major organizational achievement, especially when considering the size of the Saudi real estate market, the diversity of its stakeholders, and the complexity of its activities.
The indicators reflect the scale of this achievement; the number of real estate brokerage licenses issued exceeded 117,000, more than 1.11 million brokerage contracts were concluded, while the number of sales and rental transactions exceeded 13 million transactions with a total value of approximately 1.6 trillion riyals during the first years of the implementation of the system. These figures confirm the ability of the General Authority for Real Estate to move from the stage of building the regulatory framework to the stage of its effective implementation on a large scale.
But the success of any organizational transformation does not mean the end of the development journey; it may be the beginning of a more important phase, namely the completion of construction.<\/p>\n\n\n\n

From issuing the rules to integrating the system:

The license represents the formal gateway to the practice of the activity, but it is more effective when it comes as part of an integrated system where the practitioner knows their rights and obligations from the very beginning, and the beneficiary knows what guarantees them quality of service and professionalism. Here the importance of the organizational hierarchy becomes evident; the clearer and more integrated the requirements are from an early stage, the less scope for discretion and confusion, and the transition of the market to the new phase becomes smoother and more stable. .<\/p>\n\n\n\n

When practice changes before the picture is complete:
<\/strong>This challenge emerged in some discussions surrounding the implementation of the system, including those related to the overlap between some digital and marketing activities and the concept of real estate brokerage, as well as the ongoing need for regulatory clarifications and updates to keep pace with the market\u2019s evolution.
This does not mean that there is a flaw in the decision-making process; regulating real estate activity falls within the jurisdiction of the General Authority for Real Estate, which is essential to protect the market and improve professionalism. However, successful regulatory experiences prove that the clarity of the regulatory message and its timing are no less important than the decision itself.
The market not only needs correct rules, but also rules that are in place in a timely manner and in a way that prevents confusion before it occurs.<\/p>\n\n\n\n

The impact of the methodology on market confidence:<\/h2>\n\n\n\n

Trust is the true benchmark of the success of any organization. The practitioner needs clear knowledge of their professional path and requirements, and the beneficiary needs reassurance that the license held by the service provider reflects an appropriate level of competence and commitment. The more the organization\u2019s cycles are completed in a balanced manner between legislation, qualification, awareness, and implementation, the more capable the market becomes of stabilizing, transforming regulation from mere procedural requirements into added value felt by all parties.<\/p>\n\n\n\n

Achievement is the beginning of the path:
<\/strong>It is fair to emphasize that the General Real Estate Authority achieved an important regulatory transformation in a sector that needed comprehensive reconstruction, and that the rapid transition from a limited regulatory framework to a modern system was not an easy task.
But the next phase requires focusing on deepening this achievement, by strengthening the integration between all components of the system, so that legislation, procedures, awareness-raising, and rehabilitation all come under a clear and sequential framework.<\/p>\n\n\n\n

Organizational success is measured not only by the number of licenses or the volume of transactions, but by the system\u2019s ability to persist and achieve long-term trust and stability.
The Saudi real estate brokerage sector has made significant progress in building the regulatory framework; the most important challenge remains the completion of the construction process; because when the regulatory framework is fully implemented, it becomes not just a system to be applied, but a solid professional culture that leads the market towards further maturity and sustainability.
