His Excellency the Minister of Municipalities and Housing, Mr. Majid bin Abdullah Alhakil, confirmed that the approval of the Council of Ministers not to document any real estate transaction transferring ownership of land subject to the provisions of the White Lands Fees and Vacant Properties System; only after verifying the payment of the due fees, represents a strategic step aimed at safeguarding the State\u2019s rights to collect the due fees, and enhancing transparency and governance in the real estate sector, thereby supporting the sustainability of its growth and development.
He explained that the organization stipulates that no real estate transaction transferring ownership of land subject to the provisions of the White Land Fees System shall be recorded until the payment of the fees due has been verified, ensuring that the state's financial rights are met in accordance with the approved regulatory frameworks.
Hakil pointed out that the organization was designed to achieve a balance between safeguarding the rights of the state and the continuity of the development movement in the sector, stressing that it does not hinder land development processes, but rather encourages owners to begin actual development, which contributes to increasing the supply of real estate and improving the efficiency of land utilization within the urban area.<\/p>\n\n\n\n

The Minister of Municipalities and Housing added that the ultimate goal of this regulation is to support the housing sector and enable citizens to own their homes with ease and convenience, by providing more diverse and abundant housing options, which will contribute to achieving the goals of the Saudi Vision 2030 to increase the percentage of Saudi families owning housing. He concluded by affirming that these regulatory measures enhance the efficiency of the real estate market, preserve rights, stimulate land development, and drive the sustainable urban development that serves the public interest and achieves balance in the Saudi real estate market.<\/p>\n\n\n\n
