The guide applies to all construction projects for residential, commercial, and government buildings that have received building permits, throughout the Kingdom, in accordance with the technical and standardized details it contains.

The guide defines a temporary fence as a barrier that is erected according to specific specifications and standards, while the term setbacks refers to the horizontal distance separating the property boundary, i.e. the outer side of the building fence, and the outer boundary added to the street.

The concept of visual distortion is defined as unattractive visual elements that conflict with the surrounding environment of the scene to be viewed, while the storage area represents the space allocated for logistical work, such as storing materials and raw materials used on site.

As for the bevel, it is a slanted part at the corner of the temporary fence at street intersections, and its purpose is to provide a clear view for road users at the intersection, thus supporting traffic safety.

First: Requirements for fencing commercial building sites

The guide specifies the rules for erecting temporary fences for commercial projects according to the project's location, the nature of the surrounding streets and their widths, with the requirement that the fence be erected before starting excavation or construction work.

Location of the wall, setbacks, and gates

If the construction site overlooks a single commercial street, a temporary fence must be erected in front of the site at the property line, allowing for an increase of up to two meters maximum, and the protruding sides adjacent to neighboring sites must be closed off.

If the property fronts two streets, one commercial and the other a residential street, the temporary fence must be erected along the property line adjacent to the residential streets, with a maximum extension of 3 meters. A 3x3 meter bevel must be installed where the front fence meets the secondary fence to facilitate vehicle movement.

In locations overlooking two commercial streets, the fence is erected alongside the streets and on the property line, with an increase not exceeding two meters. The gate is placed on the less priority street according to the instructions of the competent authority in the municipality, with a 3x3 meter bevel implemented at the meeting of the front fence with the secondary one.

The guide stressed the need for the project owner and contractor to ensure that heavy equipment is not parked in front of the temporary fence overlooking the main street, as this would obstruct the movement of vehicles on the road lanes.

Only one main gate may be opened in the temporary perimeter fence of commercial sites, with a minimum width of 3 meters, allowing for easy entry and exit of vehicles. The placement of locks or other obstructions that impede the movement of vehicles and civil defense equipment, or hinder the rapid evacuation of the site and the use of the gate as an emergency exit, is prohibited. A side gate opening onto internal streets is also permitted for use in emergencies.

The Ministry of Municipalities and Housing clarifies the most prominent violations.

Regulating the length of the fence and pedestrian path

The duration of the temporary fence shall be equal to the duration of the building permit, with the possibility of renewal concurrently with the renewal of the permit. The contractor shall be obligated to carry out periodic maintenance of the fence throughout its duration.

A temporary pedestrian crossing, at least 1.2 meters wide, must be constructed alongside the temporary barrier as an alternative to the sidewalk. This crossing will extend across the parking area, with its boundaries protected by clear plastic barriers, and a suitable slope at both the beginning and end to facilitate access for people with disabilities.

The contractor is obligated to protect the pavement from the movement of heavy equipment by covering it with iron plates that ensure the distribution of loads during the passage of equipment.

The guidelines define the area within the temporary perimeter fence as the designated storage zone and the area for the movement of small and medium-sized equipment, such as bulldozers, bobcats, and cranes with extended necks. Storing any materials outside the fence is prohibited, and temporary site restrooms must be located within the storage area.

When is a fence plan required?

If the project is located on a street that is 40 meters wide or less, the requirements for the temporary fence are implemented before excavation or construction work, without the need to submit a plan to the Secretariat or the Municipality.

If the width of the street exceeds 40 meters, an explanatory plan must be submitted along with the building plans before the building permit is issued. This plan must include the routes of construction equipment and material trucks to and from the gate, the location and dimensions of the temporary fence according to the requirements of the guide, and the location for unloading shipments of sand, backfill, cement, and iron inside the fence.

The plan should also show the proposed location for the concrete pump truck to park, in a way that does not affect traffic, along with the proposed conceptual drawing of the temporary fence, specifying the type of material used in its construction, whether it is wood, metal or other.

The conceptual drawing of the fence may be changed or replaced later by submitting a request by the supervising consultant to the building control department.

Second: Technical specifications for commercial fences

The guide differentiated between sites overlooking streets wider than 40 meters and those located on streets 40 meters wide or less, whether in terms of the materials used in the fence, its height, or its design requirements.

Streets wider than 40 meters

The temporary fence must be made of wood, weather-resistant metal, or similar materials, with a distinctive design that does not obstruct the view of the storage area. The use of concrete barriers, metal mesh, or fabric screens is prohibited.
The height of the wall in these locations ranges from a minimum of 2 meters to a maximum of 7 meters.

The fence should not be solid, but should include observation openings measuring 20 x 40 centimeters, positioned at a height of 150 centimeters, allowing specialists to monitor the site from the outside. These openings can be replaced with a design that achieves the same purpose, such as using slats spaced no more than 15 centimeters apart.

The fence must be securely fixed from within the site using galvanized, rust-resistant steel supports, connected to concrete bases appropriate to the fence's height and weight, after ensuring the soil's suitability. This aims to prevent the fence from being affected by wind or other elements. It is preferable to consult an engineering firm to study its structural foundations and avoid external fixing.

The fence must display a plastic or metal plaque showing the contact information for the site manager, the license number, and the contractor's details, including their commercial registration number. This information can be incorporated into the fence's covering design, provided it is clear and easily readable from inside vehicles.

Specific requirements for these sites include covering the entire perimeter wall with a high-quality graphic depicting the project and its identity, while prohibiting the placement of phrases unrelated to the project or the writing of individuals' names or images. Nighttime lighting of the perimeter wall is mandatory in this category of sites, and safety procedures must be followed when laying electrical cables and ensuring proper grounding.

Streets that are 40 meters wide or less

Corrugated aluminum, commonly known as "hanger" fencing, is permitted at these sites, provided it is uniformly white and the slats are of consistent dimensions. The spacing between the fencing slats must not exceed 15 centimeters. The height of the temporary fencing must be between 2 and 3 meters.

The use of concrete slabs, metal mesh, and fabric screens is prohibited at these sites. Monitoring openings or an alternative design that allows for the same purpose must be provided, in accordance with the requirements specified in the guide.

The contractor is required to install reflective directional and warning signs on the temporary fence, while lighting and conceptual drawing of the fence are optional in this category, according to the requirements table in the guide.

In all cases, the temporary fence may not be removed before the building facade is finished and the external pavement is constructed.

Third: Requirements for fencing residential building sites

The guide sets out different controls for residential sites according to the width of the street on which they are located, specifying the distance of the wall setback from the property boundary, the dimensions of the chamfer at intersections, and the method of opening gates and storing building materials.

Setbacks according to street width

If the residential site overlooks a street that is more than 10 meters wide, the temporary fence must be erected with an increase of no more than 3 meters from the property line.

If the street is 10 meters wide or less, the maximum allowed increase is two and a half meters above the property line.

If the site overlooks two or more residential streets, each of which is more than 10 meters wide, the temporary fence shall be erected along all the streets, with a 3x3 meter bevel implemented where the front fence meets the branch fence.

For sites overlooking two streets with a width of 10 meters or less, a 2.5x2.5 meter bevel must be implemented at the meeting point of the front and secondary walls to facilitate vehicle movement and improve visibility at intersections.

Gates and on-site material storage

A front gate in the temporary perimeter fence, at least 3 meters wide, is required to allow the entry and exit of vehicles. Multiple gates may be opened as needed, provided they are not locked or obstructed during working hours, thus ensuring the access of civil defense equipment and its use as emergency exits.

The area within the temporary fence is designated for storing building materials and for the movement of medium and small equipment, such as bulldozers, bobcats, and cranes with extended necks. Storing any materials outside the fence boundaries is prohibited. Temporary toilets are also located within the storage area.

When supplying building materials, including sand, backfill, construction sand, plaster, cement bags, iron rods, temporary water tanks, and everything related to restoration and construction work, they must be stored, stockpiled, and unloaded directly inside the temporary fence.

Fourth: Technical specifications for residential fences

The guide specifies the minimum height of the temporary fence for residential buildings at 1.5 meters, with the distance between its strips not exceeding 15 centimeters.

The fence must be made of corrugated aluminum "hangar" or a similar material, and must be uniformly white in color and have identical dimensions, with the use of concrete slabs, metal mesh and fabric screens prohibited.

The fence's support posts are fixed to aluminum bases or iron pipes and secured with screws that can be removed later. Digging up the sidewalk or street to install the posts is prohibited, as is pouring concrete directly onto the sidewalk or street to support the fence, or securing the posts with stones.

A plastic or metal sign must be placed on the fence showing the contact information of the person in charge of the site, the building permit number, and the contractor's information, including his commercial registration.

The owner is permitted to display a conceptual drawing of the project on the exterior of the fence, along with the names and contact information of the owner, designer, and contractor in small print. However, commercial advertisements are prohibited on residential fences.

The temporary fence may not be removed until the building fence has been finished and the external sidewalk has been completed, with the contractor obligated to install reflective directional and warning signs.

Fifth: Comparing the requirements according to the type of street

The guide summarizes the main requirements for temporary fences according to the following categories:

For residential sites on streets less than 10 meters wide: a maximum fence setback of 2.5 meters, a 2.5 x 2.5 meter bevel, and a minimum height of 1.5 meters, using corrugated aluminum (hangar) cladding. Conceptual design and lighting are optional.

Residential sites on streets wider than 10 meters: a maximum setback of 3 meters, a 3x3 meter bevel, and a minimum height of 1.5 meters, with the use of corrugated aluminum, and the availability of conceptual drawing and lighting as an option.

Commercial premises on streets less than 40 meters wide: a maximum setback of 2 meters, a 3x3 meter bevel, and a height of no less than 2 meters and no more than 3 meters. The regulations permit the use of wood, metal, or corrugated aluminum, and graphic design and lighting are optional.

Commercial sites on streets wider than 40 meters: a maximum setback of 2 meters, a 3x3 meter bevel, and a height between 2 and 7 meters, with the use of wood or metal, and mandatory conceptual drawing and lighting.

Sixth: Contractor's responsibility and safety requirements

The guide holds the construction contractor fully responsible for the temporary fence and its maintenance, and for any damage to persons, private property, the street or sidewalk as a result of the site work or the fence.

It also requires adherence to the Civil Defense directives for construction sites and their immediate implementation, in addition to applying the relevant security and safety requirements in the Saudi Building Code when implementing the temporary fence.
Safety requirements include tightly closing the lower part of the temporary fences to prevent children from entering construction sites.

If the fence is constructed in a manner that does not conform to technical specifications or safety regulations, the contractor must rectify the situation. The contractor is also obligated to display their information on the fence as required by the guidelines.

Cutting down or removing trees located on sidewalks surrounding the site for the purpose of establishing the temporary fence is prohibited, as is mixing cement directly onto the sidewalk or asphalt.
In locations where construction is taking place on the silent surface, coordination with the municipality regarding the location of the temporary fence is necessary.

If the land adjacent to the site is open, the site must be fenced completely from all sides, unless there are natural terrains that prevent the construction of the fence, provided that the fence overlooking the adjacent land is located on the property boundary.
In uneven terrain, the fence is erected along the property boundaries in accordance with the requirements of the guide, regardless of the shape of the land or its topographical nature.

Seventh: Restoring the wall to its original property boundaries after the completion of the works.

The guidelines require the contractor to reinstate the temporary fence to the property line upon the expiration of the building permit if construction work has not been completed, and to restore the sidewalk to its original condition before the temporary fence was erected. Failure to reinstate the fence to the property line after the expiration of the building or renovation permit will result in the application of the municipal penalties specified according to the type of building.

For buildings located on commercial streets, violations include continuing construction after the license expires, conducting business outside the scope of the license, or using public sidewalks or setback areas in the facility's work without a sidewalk occupancy license.

In residential buildings, violations include continuing construction after the license expires, and obstructing pedestrians on sidewalks by any means, including creating pedestrian crossings in a way that impedes their movement.

The guide also stipulates that the contractor is obligated to erect the temporary fence outside the property boundaries of residential buildings, with fees imposed when issuing the building permit, while fees for occupying public sidewalks and roads are imposed when renewing the permit if the fence continues outside the property boundaries.

For commercial buildings, it is permissible to erect a temporary fence outside the property boundaries from the date of issuance of the building permit until the completion of the excavation work, for a period not exceeding 6 months without fees, provided that the fence is returned to the property boundary after the completion of the excavation, with the building materials being stored within the property boundaries.

If the owner wishes to keep the commercial fence outside the property boundary after 6 months from the issuance of the license, fees for occupying public sidewalks and roads will be collected.

Eighth: License duration and fees for occupying sidewalks

The guide specifies that the license to erect a temporary fence and storage area outside the property boundaries of residential and commercial buildings is valid for one year, with the possibility of renewal for the same period whenever needed.

When issuing a restoration permit for residential buildings, a temporary fence must be erected outside the property boundaries for the duration of the restoration permit without sidewalk occupancy fees, while public sidewalk and road occupancy fees are collected for commercial buildings.

The guidelines also stipulate a maximum duration of five years for temporary fencing outside property boundaries, starting from the date of the building permit. The owner and contractor are obligated to store building materials within the property boundaries and return the fencing to the property line after the specified period.

If the fence is not restored after five years, the violation of practicing the activity outside the scope of the license or using public sidewalks and setback areas in the establishment’s work without a sidewalk occupancy license will be applied, according to the municipal violations and penalties schedule.

Fees for occupying public sidewalks and roads when erecting a temporary fence and storage area outside the property boundaries are calculated according to the «Municipal Services Fees Regulations».

Ninth: Special provisions for large residential projects

The guide states that when implementing residential projects with areas exceeding 1500 square meters, the technical requirements for the construction of a temporary fence must be applied to sites located on streets less than 40 meters wide.

He also stressed that compliance with the requirements is not limited to the shape or height of the fence, but includes maintaining the safety of pedestrians and vehicles, protecting sidewalks and facilities, and ensuring that public spaces are not used to store building materials or carry out construction work without complying with the regulatory controls.

Illustrative examples of correct and incorrect implementation

The guide includes illustrative models that explain the differences between implementation that conforms to the requirements and implementation that violates them, including the positions of temporary fences in relation to property boundaries and streets, the dimensions of the bevels at intersections, fence heights, and methods of fixing columns and bases.

The models also illustrate the importance of using approved materials, including white corrugated aluminum, in residential sites and commercial streets that are 40 meters or less wide, and avoiding the use of concrete slabs or materials not permitted in these cases.

The guide, through these requirements, emphasizes the need to treat the temporary fence as part of the organization of the construction site, and not just a barrier around the project, given its connection to the safety of road users, the protection of public facilities, the organization of the storage of building materials, and the improvement of the urban appearance during the stages of project
