witnessed Mecca<\/a><\/strong> A new phase of urban development, during which it is moving towards building an integrated urban model that combines modernity, sustainability and preservation of the historical and religious character of the city, under a wide range of development projects that aim to modernize the infrastructure, develop public facilities and improve the quality of life for residents and visitors, in line with the objectives of Saudi Vision 2030.<\/p>\n\n\n\n

The rapid transformations taking place in the Holy City reveal a trend towards reshaping its urban environment, through the expansion of road and transportation projects, upgrading the general landscape, increasing green spaces, developing parks, squares and recreational facilities, in addition to introducing modern technologies in the management of municipal services, which enhances operational efficiency and raises the level of services provided to various segments of society.<\/p>\n\n\n\n

Urban development plans<\/strong><\/h2>\n\n\n\n

The unique geography of Mecca, with its mountainous terrain and varying elevations, imposes significant challenges on urban development plans, especially given the millions of pilgrims, Umrah performers, and visitors it receives throughout the year, with numbers doubling during Hajj, Umrah, and Ramadan. This necessitates a comprehensive approach to urban development, encompassing traffic management, pedestrian access, crowd control, enhanced safety, and the provision of infrastructure capable of accommodating the increasing population density.<\/p>\n\n\n\n

Within the framework of organizing this development path, the Royal Commission for the City of Makkah and the Holy Sites assumes a pivotal responsibility in setting strategic visions and directions for the development of the Holy City and the Holy Sites, and coordinating programs and initiatives related to urban development, in a way that ensures the integration of infrastructure projects with the requirements of economic and social development, and contributes to improving the urban environment and enhancing the experience of residents and pilgrims.<\/p>\n\n\n\n

At the executive level, the Holy Capital Municipality is intensifying its projects aimed at modernizing municipal facilities and improving the city\u2019s overall appearance, through the implementation of landscaping and beautification works, the rehabilitation of roads and sidewalks, the development of parks and public squares, and raising the efficiency of recreational facilities, as well as enhancing cleaning and environmental sanitation services, and modernizing lighting networks, bridges and tunnels, which will reflect on the ease of movement and the comfort of residents and visitors.<\/p>\n\n\n\n

A wide network of roads<\/strong><\/h2>\n\n\n\n

The Secretariat\u2019s data reveals that the road network in Makkah extends to 8,041,454 linear meters, while the length of roads in the Holy Sites is 595,411 linear meters. This highlights the extensive scope of the infrastructure that serves the Holy Capital and the sites associated with the Hajj rituals, supports connectivity between different neighborhoods and areas, and contributes to improving the flow of traffic.<\/p>\n\n\n\n

With regard to public lighting, Makkah has about 145,000 light towers and poles, in addition to 5,000 towers and poles in the holy sites, within a network aimed at providing appropriate levels of lighting in roads and public facilities, enhancing the safety of their users, and creating a safer environment for movement and transportation throughout the day.<\/p>\n\n\n\n

As for the bridges and tunnels system, it includes 211 bridges within Makkah, 62 tunnels dedicated to pedestrians and vehicles, in addition to 20 pedestrian bridges. These facilities play a fundamental role in addressing the challenges of movement within the city, facilitating movement between its neighborhoods and vital locations, reducing traffic bottlenecks, as well as enhancing the ability of the transportation network to deal with the large increase in the number of pedestrians and vehicles during peak periods and religious seasons.<\/p>\n\n\n\n

Providing a more attractive urban environment<\/strong><\/h2>\n\n\n\n

In the context of the interest in providing a more attractive urban environment, the Holy City includes 294 public parks, in addition to a group of squares, children\u2019s playgrounds and recreational facilities. The total area of these facilities reaches 2,039,993 square meters, which reflects the extent of the trend towards increasing the spaces allocated for community, sports and recreational activities, and providing open spaces that allow residents and visitors to enjoy public spaces.<\/p>\n\n\n\n

Expanding the establishment of parks and developing recreational facilities is one of the main pillars of the Secretariat\u2019s plans to improve the urban landscape. The importance of these projects is not limited to giving an aesthetic character to neighborhoods and urban areas, but extends to providing suitable environments for practicing sports, promoting social interaction, and meeting the needs of different age groups, in support of quality of life objectives.<\/p>\n\n\n\n

Increase in vegetation cover and green spaces<\/strong><\/h2>\n\n\n\n

Increasing vegetation cover is of particular importance in Makkah's development plans, given the environmental and urban benefits that green spaces provide. These benefits include moderating temperatures, improving environmental conditions, mitigating some of the effects of urban sprawl, and enhancing balance within the urban fabric. In this context, parks, walkways, and open squares become essential components in neighborhood design, providing spaces that allow residents and visitors to carry out their daily activities in a more suitable environment.<\/p>\n\n\n\n

The development features are not limited to construction and service projects, but extend to digital transformation and the adoption of modern technological solutions in city management. Artificial intelligence, data analytics, and the Internet of Things stand out as supporting tools for modernizing the municipal services system. These technologies contribute to improving facility management, monitoring traffic flow, expediting response to reports, increasing the efficiency of resource allocation, and developing decision-making mechanisms, thus supporting Makkah's move towards employing the smart city concept in managing its urban needs.<\/p>\n\n\n\n

Alongside urban and technological modernization, preserving the historical and cultural heritage remains a fundamental element in shaping the future of the Holy City, given its wealth of historical sites, architectural landmarks, traditional markets, and routes linked to events in the Prophet's life. This necessitates striking a delicate balance between the demands of expansion and development, on the one hand, and the protection of historical characteristics and landmarks that form an integral part of Mecca's identity and its religious and humanitarian significance, on the other.<\/p>\n\n\n\n

The concept of urban development in Makkah extends beyond the construction of roads, facilities, and the modernization of infrastructure. It includes building a city whose plans are centered around people, responding to the needs of residents and visitors, providing a supportive environment for economic, tourism, and cultural activities, and opening the way for broader investment and community opportunities, thereby enhancing the city\u2019s attractiveness and its ability to keep pace with future changes.<\/p>\n\n\n\n

The ongoing projects in the Holy City confirm that the development of historical cities does not conflict with preserving their identity, but rather can be a lever to enhance their status and expand the horizons of development in them, through combining strategic planning, modernizing infrastructure, employing technology and preserving the cultural heritage, so that Makkah Al-Mukarramah continues to build a sustainable urban model that balances the sanctity of the place with the requirements of modern life and the aspirations of the future.<\/p>\n\n\n\n
