\nThe Council of Ministers, in its session on Monday, 27\/5\/1434 AH, chaired by His Royal Highness Prince Salman bin Abdulaziz Al Saud, Crown Prince, Deputy Prime Minister and Minister of Defense, approved granting the Ministry of Commerce the authority to control municipal violations and impose fines, except for opening shops without a license, as well as violations of not renewing the shop license.
\nDr. Abdulaziz bin Mohiuddin Khoja reported that the council then continued discussing its agenda and issued the following decisions:
\nFifth: After reviewing the report submitted by His Excellency the Minister of Commerce and Industry regarding granting the Ministry powers to be exercised by the Secretariats and Municipalities in issuing immediate penalties within the (Regulations of Fines and Penalties for Municipal Violations), issued by Cabinet Resolution No. (218) dated 6\/8\/1422 AH, the Cabinet approved a number of measures, including the following:
\nFirst: Without prejudice to the Ministry of Municipal and Rural Affairs exercising its powers stipulated in the Regulations for Fines and Penalties for Municipal Violations and the Schedule of Fines and Penalties attached thereto, the Ministry of Commerce and Industry shall undertake the following:
\n1- Controlling violations related to its competencies listed in Group (One) of the table attached to that regulation, and imposing the fines listed therein, within industrial cities and factories.
\n2- Controlling violations related to its competencies listed in Group (Third) of the table attached to that regulation, and imposing the fines listed therein, except for the violation of opening a shop without a license, and the violation of not renewing the shop license.
\nSecond: 1- The violations and fines referred to in item (First) shall be recorded in a report prepared by the competent employee of the Ministry of Trade and Industry, and the prescribed fines shall be collected in accordance with the procedures followed in collecting public funds.
\n2- It is permissible to appeal - before the Minister of Trade and Industry or his delegate - against the imposition of any of the related penalties mentioned in the table referred to in item (First) within (sixty) days from the date of notifying the person against whom the penalty was issued. It is permissible to appeal the Minister\u2019s decision before the Board of Grievances within (sixty) days from the date of notifying him of the decision.
\n3- The Minister of Trade and Industry shall issue the necessary executive decisions and instructions and how they shall be implemented. The provisions of the preceding paragraphs shall not prejudice the provisions of the commercial regulations and other relevant regulations.
\nIn addition to the above, the Cabinet discussed a number of general topics on its agenda, including two annual reports from the King Abdulaziz Foundation for the previous two fiscal years, and the Council took note of what was stated in them.<\/p>","protected":false},"excerpt":{"rendered":"
