Dr. Al-Tuhiyi said: The ministry, in order to provide suitable housing products for citizens, has produced housing units within 48 projects covering the regions of the Kingdom; some of them have been completed and others are currently under construction; these units will be delivered successively after the approval of the eligibility and priority mechanism.
New “housing” projects
The Minister of Housing indicated that the Ministry has launched land development projects and infrastructure implementation in many locations in areas of one million square meters in Riyadh, Medina, Khadhra, Dammam, Jeddah, Tabuk, Al-Ahsa, and Qatif, followed by projects currently under design and development in a total of 80 locations with an estimated total area of (106,534,059) square meters in all regions of the Kingdom. Contractors will be invited to submit their offers to implement them.
He called on the contractor to be serious in his work and to adhere to the three pillars of project success: completing the project within the specified time, with the required quality, and within the contracted cost.
Contracts for projects
In related matter, the Chairman of the Board of Directors of the Riyadh Chamber of Commerce, Dr. Abdulrahman Al-Zamil, emphasized that this forum is in line with the excellent corrective campaign for the labor market that we worked for in the chamber.
Al-Zamil called for the extension of the implementation of the contracts of all signed projects for at least one year, and also called on «Al-Work» to implement the proposal submitted by the Chamber Council to the Ministry of Labor to allow companies licensed to hire workers to other companies that need them in accordance with the regulations of the Ministry of Labor.
Dr. Al-Zamil pointed out that the figures from the Central Bank showed that the debts incurred in 2012 in the contracting sector amounted to 90 billion riyals. He said: «I am certain» that the figures for 2013 will show even higher numbers, and that is why banks are starting to be more cautious in lending to contractors. He pointed out that all forecasts indicate the possibility of project delays this year, which will be twice the figure for last year, which the anti-corruption commission estimated at 40 billion riyals.

The contracting sector
For his part, Fahad Alhamadi, a board member and chairman of the committee of contractors at the Riyadh Chamber of Commerce and Industry, said that the second session of the Construction and Projects Forum comes in addition to the positive results achieved by the forum in its first session, which was held two years ago under the patronage of the Amir of the Riyadh region.
He pointed out that the importance of the contracting sector is evident in its contribution of more than 7% of the gross domestic product, and in achieving high growth rates exceeding 5%, while its capital assets exceed 150 billion riyals, and it employs more than 40% of the private sector workforce.
Recommendations of the Forum
The forum issued a number of recommendations, the most prominent of which are:
• Activating the arrangements for the processing, delay, and delay in the implementation of government development, service, and regulatory projects approved by the Council of Ministers by Resolution No. 260 issued on August 1, 1434, and involving representatives from the sector in these arrangements.
• Establishing an independent reference for contractors that oversees the contracting sector and its employees and has executive powers in the manner we see in developed countries in the construction sector, such as Singapore, Malaysia, and Canada.
• Considering the mechanisms of job localization in the construction sector from a strategic perspective that takes into account the needs and nature of the activity, and achieves the integration of government systems. The full and immediate direction to activate the project management methodology in government projects and to be guided by successful experiences in some entities within the Kingdom.
• Enhance the efficiency of the judiciary and train judges competent to hear disputes related to construction contracting by establishing specialized courts for this type of disputes, and focus on training their judges.

Reading time:
