landowners to register before the deadline.<\/p>\n<p>The first phase of the application of the white land fee system in Makkah includes undeveloped lands allocated for residential or commercial residential use with an area of 10,000 square meters and more, located within the specified geographical scope, and the registration period for this phase ends on Dhul Qa'dah 4, 1438 AH.
