Development Fund, with the exception of applications submitted to the Fund whose owners have numbers before 23\/7\/1432 AH, which shall be treated in accordance with the procedures in force before the implementation of this regulation, and that the Fund shall disburse the necessary amounts from its current capital, and the owners of these applications - who meet the conditions in the regulation -
