The committee formed by the decision of the Minister of Commerce and Investment has issued 50 violations for appraisers who did not comply with the legislation, professional standards and executive regulations of the Certified Appraisers System, which aims to set the necessary controls and standards for the real estate appraisal business, develop it professionally, and raise the level of workers in order to preserve rights and raise the level of professionalism in the market to enhance confidence and security in the national economy.<\/p>\n
The most prominent violations approved by the committee were failure to apply the evaluation criteria approved by the Saudi Commission for Accredited Valuers, failure to complete the registration of their facilities' data in the Commission's systems, submission of incorrect documents to the Commission, and failure to renew the Commission's membership. The review committee approved its penalties for violators, which varied between removal from the register of certified appraisers, financial fines and warning, and the violations were concentrated in Riyadh with 26 violations, Jeddah 7 violations, Medina 4 violations, Makkah 3 violations, Dammam 3 violations, and one violation each in (Makhwaha, Hofuf, Breda, Tabuk, Sakaka, Onaiza, Wadi Al-Dawasir).<\/p>\n
The Accredited Valuers Law clarifies the penalties for violators of the provisions of the law, which starts with a warning and reaches imprisonment for a period not exceeding one year, provided that the appropriateness of the penalty is taken into account with the violation, and the law stipulates the penalty of censure or suspension from practicing the profession for a period not exceeding one year, or a fine of not more than 200 thousand or revocation of the license or removal of the violator's registration from the register of accredited valuers.<\/p>\n
It should be noted that the Saudi Commission for Accredited Valuers works to develop, organize and qualify valuers through specialized training programs and has granted its membership to 1538 real estate valuers to work in licensed facilities in various regions of the Kingdom, while those who have licenses to practice the profession of valuation reached more than 400 licensees, and these facilities are distributed in various regions of the Kingdom, where Riyadh occupies the largest share, followed by Mecca, Medina and the Eastern Province.<\/p>\n
The committee works in accordance with the provisions of Article 4 of the Executive Regulations of the Certified Valuers Law, which was issued by Royal Decree No. (M\/43) dated (9\/7\/1433H), which contained a set of obligations that an evaluator must fulfill, such as opening an account for his establishment in the electronic system which helps the appraiser in recording all the work he does to carry out the appraisal process and helps the Authority in the process of monitoring performance and following up the work of the appraiser. The regulation also requires the appraiser to renew his individual membership, which is one of the statutory conditions for granting a license to practice the appraisal profession.<\/p>\n
