The White Land Fees Program of the Ministry of Housing confirmed that it has completed the development of two lands that were subject to fees by their owners with an area of 70,000 square meters in the city of Dammam, which is expected to provide more than 140 residential plots, confirming that these two lands have been fully approved by the Ministry of Municipal and Rural Affairs.<\/p>\n
In a press statement, the program indicated that it will continue to continue imposing fees on the targeted lands until they are fully liberated, in order to achieve one of its objectives of combating monopolistic practices of land within the urban area, stressing that there are no exceptions to the application of fees on lands located within the targeted range in all cities where the fees were imposed, in various regions and governorates of the Kingdom.<\/p>\n
The program explained that the fees are not applied when the development of the land is completed by approving the plan with final approval or building it within a year from the date of issuing the \u201cpayment order\u201d on it, with the aim of stimulating land development, increasing the supply of developed land and combating monopolistic practices, as this benefits citizens first, indicating that the application of fees achieves its goals through the interaction of owners of raw land by developing it or partnering with the Ministry of Housing to create projects that provide housing units for citizens.<\/p>\n
The program pointed out that the executive regulations of the land fees stipulate that part of the revenues are spent to develop the infrastructure in the housing projects of the Ministry of Housing, which has already been achieved by allocating part of these amounts to develop and deliver public services such as water and electricity to a number of projects in different regions of the Kingdom.<\/p>\n
It is noteworthy that the \u201cWhite Land\u201d program is one of the programs announced by the Ministry of Housing during 2016 and is applied in its first phase in Riyadh, Jeddah, Dammam and Makkah, and the total payment orders in the four cities reached more than 1200 payment orders for a total area of more than 411 million square meters, and this comes within the framework of the program's aim to end monopolistic land practices and contribute to creating a balanced real estate market, where the current phase is concerned with undeveloped (raw) lands with an area of ten thousand square meters and more, located within the scope announced at the launch of the program, and the third billing cycle of the program began.<\/p>\n
