{"id":25981,"date":"2019-07-02T12:47:26","date_gmt":"2019-07-02T09:47:26","guid":{"rendered":"https:\/\/www.amlak.net.sa\/home\/?p=25981"},"modified":"2019-07-02T12:47:26","modified_gmt":"2019-07-02T09:47:26","slug":"%d8%aa%d8%b9%d8%af%d9%8a%d9%84%d8%a7%d8%aa-%d8%ac%d8%af%d9%8a%d8%af%d8%a9-%d9%81%d9%8a-%d8%aa%d8%b5%d8%ad%d9%8a%d8%ad-%d9%81%d9%88%d8%a7%d8%aa%d9%8a%d8%b1-%d8%a7%d9%84%d9%83%d9%87%d8%b1%d8%a8%d8%a7","status":"publish","type":"post","link":"https:\/\/amlak.net.sa\/en\/25981\/","title":{"rendered":"Electricity Regulatory Authority makes amendments to allow retroactive bill corrections, repairs and meter changes"},"content":{"rendered":"<p>The Electricity Regulatory Authority (ERA) has made several amendments to the Electricity Service Provision Manual through seven approved mechanisms, in order to improve services and deal professionally with complaints of retroactive electricity bill corrections, raise the level of consumer satisfaction, and redress various grievances.<\/p>\n<h3><strong>Billing review and meter replacement<\/strong><\/h3>\n<p>The amendments include that the service provider reviews the bill, after verifying its authenticity and comparing it with previous bills, to provide the consumer with the result of the review and demand payment, and if he is not convinced and wishes to conduct an inspection of the meter, he pays for the inspection, and if it is proven that the electricity meter is faulty, the inspection fee is returned to the consumer, and the meter is replaced at the expense of the service provider if it cannot be calibrated, and if it is proven that the meter is intact, the consumer is obligated to pay the value of the bill and not return the inspection fee, and the service provider must notify the consumer that he has the right to complain to the Authority.<\/p>\n<p>One of the most prominent amendments is the amendment of paragraph (33.2) to read as follows: The service provider shall inspect and calibrate meters free of charge, according to specific time programs for all types of installed meters.<\/p>\n<h3><strong>Checking the meter when electricity bills are wrong<\/strong><\/h3>\n<p>Article (40) shall be amended to read as follows: If the result of the audit of the consumption bills, or the result of the meter inspection shows that there is an error in calculating the real consumption, the case shall be dealt with according to the following: Meter inaccuracy: If, after inspection, it is found that the recording is inaccurate (the accuracy ratio exceeds the permissible limit indicated in the annex), the service provider must commit to fix the situation and calibrate the meter or replace it with a similar meter immediately according to certain formulas.<\/p>\n<p>If the service provider discovers that the multiplication factor used to calculate consumption is incorrect, the service provider must immediately check the meter to ensure that the multiplication factor is correct, and recalculate the consumer's bills based on the correct multiplication factor.<\/p>\n<h3><strong>Troubleshooting and period error correction<\/strong><\/h3>\n<p>If it is proven that there is a technical malfunction in the meter in whole or in part, or that there is an error in the connections related to it, whether the error is from the date of installation or after, for a reason not attributable to the consumer, the service provider shall immediately repair the malfunction or replace the meter with a similar meter at his expense, and the bill shall be corrected retroactively with the application of the segments system when calculating consumption if the tariff has segments, if the tariff has segments.<\/p>\n<p>If there are multiple consumers during the error period, the differences will be returned in cash to the consumer, and if there are multiple consumers during the error period, each of them will receive their share of these differences.
