With representatives from 54 government agencies in attendance and participating, the General Authority for State Real Estate, in collaboration with the Public Investment Fund, the Ministry of Finance, the Royal Commission for Riyadh City, and the Riyadh Region Municipality, organized a workshop titled \u201cMechanism for Providing Headquarters for Government Agencies in Riyadh,\u201d which took place from 28 Safar to 3 Rabi\u2019 al-Awwal 1441 AH, corresponding to October 27\u201331, 2019, in Riyadh. (Real Estate)<\/p>\n
In his opening remarks at the workshop, His Excellency Mr. Ihsan bin Abbas Bafqih, Governor of the General Authority for State Real Estate, welcomed the Authority\u2019s partners in organizing the workshop and the participating government representatives, explaining that the workshop aims to gather requirements, examine needs, and determine the mechanism for providing government premises in the city of Riyadh. This initiative falls within the framework of implementing the Authority\u2019s missions and responsibilities related to state real estate affairs, including the adoption of the necessary regulations and procedures for allocating state real estate to government agencies.<\/p>\n
His Excellency then provided an overview of the Authority, noting that its mission is to regulate matters related to state real estate, protect and preserve it, and ensure its optimal management, utilization, and investment, in addition to supervising them, standardizing related policies, allocating them for various uses, and revoking such allocations when necessary. He noted that the workshop would discuss the stages and procedures for assessing needs and expected outcomes.<\/p>\n
The workshop addressed Riyadh\u2019s strategic plan, its public transit-oriented development program, and its most significant major projects, Engineer Ahmed Al-Ateishan of the Royal Commission for Riyadh City highlighted the capital\u2019s most significant initiatives and major programs, as well as global best practices related to public transit-oriented development.<\/p>\n
For his part, Engineer Khalid Al-Khalid of Jasara Project Management, along with consultant Tim Scabroge of Jacobs Engineering, spoke about the phases and procedures of the study and the expected outcomes of the workshop, noting the standards and references related to the process of enhancing the efficiency of the state\u2019s real estate portfolio, including operational, economic, and spatial aspects.<\/p>\n
At the conclusion of the workshop, there was a general discussion and an exchange of views and suggestions, in addition to answering questions and inquiries from the audience, This was followed by workshops specifically for government agencies, aimed at assessing their needs, identifying their requirements, and exchanging information that would help achieve the desired results.<\/p>\n
It should be noted that the General Authority for State Real Estate is responsible for formulating general policies regarding state real estate affairs, as well as the plans and programs necessary for their implementation, as well as establishing the necessary procedures to confirm state ownership of all its real estate, monitoring the implementation of regulations and instructions pertaining to state real estate affairs, and safeguarding the original title deeds for state real estate, while establishing rules and regulations for the investment in and disposal of state real estate, as well as regulations for the appraisal, purchase, or leasing of real estate.<\/p>\n
