Royal Decree No. (A\/218) was issued on 25\/03\/1441 AH, concerning the regulation of real estate ownership in the Kingdom, and here I place in the hands of the kind reader\u00a0 <\/span>I summarize it in the following points:<\/p>\n

1-\u00a0 <\/span>All land on which there is no title deed is considered the property of the state. .<\/p>\n

2) Courts are barred from accepting property claims\u00a0 <\/span>For lands on which no deed was issued before the date of the order.<\/p>\n

(This includes all applications for certificates of authenticity that have not yet been issued by the courts)<\/p>\n

3-\u00a0 <\/span>The State Lands Committee, with the participation of the relevant authorities, shall establish the necessary rules and regulations for the following:<\/p>\n

A- Land ownership for those who applied to the courts prior to this order, i.e. : Anyone who applied for an Hajjat al-Istiqamah and his file is in the court and the deed has not been issued yet, he will wait for the regulations set by this committee and own his property accordingly.<\/p>\n

Will his request be considered according to the procedures that the courts used to operate according to the Code of Pleadings or according to new procedures? All of this depends on the controls set by the committee. .<\/p>\n

As for those who did not apply for ownership of their property before the date of this order, the committee shall establish a mechanism for ownership of the property, and a specific period of time for this, provided that this does not conflict with the organizational plans. .<\/p>\n

(Those who have a property on which they have not yet applied for ownership will have to wait until the mechanism is issued).<\/p>\n

It should be noted that they will have a specific period of time to prove ownership of the property, after which the issue of proving ownership will be completely closed (no more proving ownership in neighborhoods). .<\/p>\n

This mechanism is likely to differ from the procedures for obtaining arguments according to the Law of Pleadings and previous instructions. .<\/p>\n

B - One of the committee's tasks is to identify locations where property acquisition is not allowed. .<\/p>\n

C- The committee is also tasked with identifying the entities concerned with applying the rules, regulations, and documentation mechanisms.<\/p>\n

After finalizing the rules, regulations, and documentation mechanisms (within a period of sixty days), it will be submitted to the Supreme Council for approval.<\/p>\n

1- After the issuance of the royal order of adoption, it shall come into effect in accordance with the provisions of the royal order.<\/p>\n

2- The draft Real Estate Ownership Law (by the Justice and Municipality) shall be reviewed in accordance with this Decree.<\/p>\n

Deterrent penalties for trespassers on state land<\/h4>\n

It ensures that deterrent penalties are proposed for trespassers on state land (we will have organized penalties for trespassers on state land).<\/p>\n

3-\u00a0 <\/span>The Ministry of Housing is revising its housing subsidy regulation program in accordance with this order.<\/p>\n

(Perhaps those who own property in the neighborhoods - according to this order - can benefit from housing subsidy programs.)<\/p>\n

4- Preparing a joint program from the municipality and the Interior Ministry to develop mechanisms for monitoring encroachments on state property. .<\/p>\n

(This program may organize the work of the encroachment committee)<\/p>\n

5- Reviewing the Sharia Procedure Law and related laws and regulations (by the Expert Board and relevant authorities) and proposing their amendment in accordance with this order, and submitting them within sixty days from the date of this order. .<\/p>\n
