King Salman stressed the government&#039;s approach of &quot;optimizing the use of available resources and increasing the efficiency and transparency of government spending, which amounts to 1.020 trillion riyals in next year&#039;s budget.&quot;.<\/p>\n<p>He said that the Saudi budget for 2020 \u201cis a continuation of the government\u2019s policy of developing basic services and facilities for citizens, raising the quality of life and sustaining housing plans, and we have directed the extension of the cost of living allowance.\u201d.<\/p>\n<p>Finance Minister Mohammed Al-Jadaan said that actual spending for 2019 is expected to reach 1,048 billion riyals, with total actual revenues of about 917 billion riyals, and a deficit of 131 billion riyals (4.7 % of GDP).<\/p>\n<p>Al-Jadaan stated that the budget confirms the government\u2019s commitment to continuing the implementation of major spending plans, implementing major projects, Vision realization programs, developing infrastructure, social safety net programs, and developing services provided to citizens in accordance with the Kingdom\u2019s Vision 2030. The 2020 budget continues to focus on the health and education sectors, with approximately 167 billion riyals allocated to the health and social development sector and approximately 193 billion riyals allocated to the education sector, representing 35% of the total approved spending.<\/p>\n<p>He said, \u201cIt is estimated that the total public debt will reach 261 TP3T of GDP by the end of 2020, in light of the government\u2019s borrowing policy, which balances withdrawals from the state\u2019s general reserve with other financing sources from inside and outside the Kingdom to maintain appropriate levels of domestic liquidity and to benefit from foreign exchange inflows. A review of medium-term estimates of real GDP growth rates indicates growth of about 2.3 TP3T in 2020, and the growth rate is expected to continue in the medium
