The Saudi Arabian Monetary Authority (SAMA) has invited the public and interested parties to express their views and opinions on the draft licensing rules for activities supporting the financing activity, which was recently launched by the institution, which aims to regulate the licensing provisions for this type of companies and regulate their activity, in accordance with the powers granted to the institution under the provisions of the Finance Companies Control Law and its executive regulations. The draft licensing rules for activities supporting the financing activity set the minimum paid-up capital for companies practicing electronic brokerage activity at (2,000,000) two million riyals, and for companies practicing debt collection activity for financing entities at (10,000,000) ten million riyals, with the authority of the institution to raise or lower the minimum capital according to the market conditions.<\/p>\n
SAMA explained that the issuance of these rules comes within SAMA's efforts to support the finance sector by allowing the entry of new and supportive activities to strengthen the sector, support companies and facilitate their work, in line with the institution's role in promoting financial stability and supporting the opportunities for growth and economic development witnessed by the Kingdom towards achieving the goals of the Kingdom's Vision 2030.<\/p>\n
The Monetary Authority indicated on its website that it seeks through these rules to achieve several objectives, including attracting a new segment of investors and companies with small and medium capital to work under its supervision in a way that ensures the efficiency of the work of these companies by complying with the requirements issued by the institution related to information security, corporate governance, internal organization, attribution, risk management, compliance and internal audit. Through these rules, the Corporation aims to support the finance sector by allowing the entry of electronic brokerage activities and the collection of debts of financing entities, within a regulatory and supervisory framework that ensures the stability of the sector and the protection of consumer rights.<\/p>\n
