He pointed out that the level of services is subject to the circumstances and possibilities of the president of the owners' association and his time, sometimes the response is quick, and many times there is no life for those who call.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Saad Ibrahim: The difficulty of resolving issues quickly\u00a0<\/strong><\/h4>\n\n\n\n<p>Saad Ibrahim - King Abdulaziz University - said that the cleanliness embodies the problems of the housing units, which appear in the worst condition, and explained their suffering in the lack of parking lots.&nbsp;<\/p>\n\n\n\n<p>Saad emphasized that the response to the complaints filed depends on who is responsible for periodic maintenance, is it the owner of the housing unit or the real estate office? They determine the speed of the response, and from my personal experience it is very difficult to solve an issue in a housing unit very quickly. This is due to the lack of a clear mechanism for maintenance and there is also an evasion of responsibility and this is a reality, so it is possible that when you go to one of them, the first sends you to the second and you enter an endless spiral.<\/p>\n\n\n\n<p>&nbsp;As for the level of regular maintenance, Saad said: \"There is hardly any regular maintenance, and residents face the challenge of regular maintenance by acting on their own and repairing what needs to be repaired.\" He described the owners' association as a governmental intermediary in finding solutions, satisfaction and comfort from the resident and the owner of the housing unit, which serves as an officer for residents and owners, so we thank the Ministry of Housing and hope that it will be applied compulsorily to all housing units.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Hamad Abunyan:  Apartments without regular maintenance<\/h4>\n\n\n\n<p>Hamad Abunayyan, an officer, explained that regular maintenance by the landlord is almost non-existent, while the tenant does it almost monthly. He hinted that rent prices are high, in addition to the poor quality of the housing units, noting that repairs are addressed 48 hours after requesting them.<\/p>\n\n\n\n<p>Abunayyan called on the landlords' association to standardize rents and conclude unified contracts for all that bind the landlord and tenant to abide by the conditions between the two parties, and called on the association to be a monitoring body that binds and holds accountable any party that violates the concluded contracts and submits them to the competent authorities in the government.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Abdulkarim al-Shammari:  Weak role of the owners' association<\/strong><\/h4>\n\n\n\n<p>Abdulkarim Al-Shammari, a teacher, agreed with those who spoke to Amlak about the weak role of the owners\u00ab association in managing residential buildings, stressing the slow response to supplement the lack of services and maintenance that may reach weeks at times, which may force the tenant to do the maintenance himself or with the help of his neighbors.&nbsp;<\/p>\n\n\n\n<p>&nbsp;Al-Shammari described the level of maintenance and services as poor, and complained about the inconvenience and lack of privacy in buildings with a common entrance, and called on the landlords' association to respond quickly upon request, which is the least service a tenant can find.&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Muhammad al-Mohammadi:  Lighting, electricity and plumbing<\/strong><\/h4>\n\n\n\n<p>For his part, Mohammed Abdullah Al-Mohammadi, a security man, called on the owners to carry out regular maintenance, repair plumbing failures, and pay attention to lighting and electrical appliances, noting that the level of regular maintenance is okay, but the response when a request for maintenance is raised is between two days to a week.<\/p>\n\n\n\n<p>As for the role of the landlords' union in solving the issues facing apartment residents, al-Mohammadi said, \"I don't know it and I don't know anything about its role. He called on the federation to publicize itself and its role through advertisements on social media and TV channels, and for the owners' association to publish how to contact it and what procedures and means are used to help tenants.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Citizen from Sharqiya: The level of service and maintenance is \u00abexcellent\u00bb<\/strong><\/h4>\n\n\n\n<p>(When I first came to Riyadh to work in the Olaya neighborhood, I had trouble finding a clean apartment, as all the apartments that were offered to me were dilapidated, until I had to live in the north of Riyadh because it is a new and clean area), with these words, a citizen from the Eastern Province began his conversation with Amlak.<\/p>\n\n\n\n<p>&nbsp;He praised the role of the owners' association, who are doing their job well, and said he is a good follower of the association and sees no shortcomings in their work, describing the level of service and maintenance as \"excellent,\" and responding to residents' complaints within a week.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Citizen: 8 years and my rent is fixed<\/strong><\/h4>\n\n\n\n<p>A citizen - who preferred to withhold his name - complained about the high rental prices; he explained that he has rented an apartment for 8 years for 25 thousand, and I tried to the landlord to reduce this large price, but he refused despite the long period I stayed in the apartment, and pointed out that the role of the landlords' union is completely absent, and demanded that the rental prices be standardized and that there be monitoring by the union so that prices do not rise and increase pressure on tenants, hoping that the union will have a more effective role.<\/p>\n\n\n\n<p>The citizen explained that the level of regular maintenance is somewhat satisfactory, and the period of filling the shortage of services is between two or three days.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Rooms are small and limited in number<\/strong><\/h4>\n\n\n\n<p>Another citizen expressed his annoyance with the small rooms and the limited number of rooms, about the level of service he said was average, and wondered about the long response time to request services and repair malfunctions that may reach two months or more.
