His Excellency Mr. Majid bin Abdullah Al-Haqil, Acting Minister of Municipal and Rural Affairs, approved, Health and Safety Requirements for Workers' Housing<\/a> ... as part of the precautionary measures taken by the ministry to prevent the spread of the novel coronavirus (COVID-19) in the Kingdom.
These regulations are issued in accordance with the Royal Decree, which directs the Ministry of Municipal Affairs and the National Center for Disease Prevention and Control (Waqaya) to update the regulations governing health conditions for workers\u2019 housing within urban areas, to align them with the precautionary measures to combat the novel coronavirus pandemic in the Kingdom.<\/p>\n\n\n\n

Site Requirements<\/strong><\/h4>\n\n\n\n

The updated\nregulations, which include requirements regarding the site, the building, its facilities, and its equipment,\nas well as precautionary measures in line with COVID-19 prevention requirements and provisions\nand monitoring the implementation of these requirements, to provide workers with adequate and healthy housing.
\nThe site requirements included obtaining approval from the relevant municipality for\nthe construction or rental of workers\u2019 housing, that it not cause harm to neighbors, that it not be adjacent\nto family residences if intended for single men, and that the workers\u2019 housing\u2014especially that for single men\u2014be located on\na main road surrounding the neighborhood, and be located at a distance of\nno less than 500 meters from girls\u2019 schools, female student dormitories, and similar facilities, and that it provide access to natural health factors, such as\nsunlight and fresh air free of dust, gases, smoke, and unpleasant odors; and\na sign be placed at the entrance to the housing complex containing information about the company or institution to which\nthe workers belong, such as its name and address; the site must be consistent with\nin the area and be located away from cemeteries; the ground level must be elevated and not\nprone to flooding; and the site must have access to electricity and water suitable for\n, and that it be located within the urban area and away from workplaces that emit\nair pollutants such as gases, dust, smoke, and liquid or solid waste,\nor anything that causes nuisance, noise, or harm to health. Care must also be taken not to construct\nresidences in the path of prevailing winds passing through workplaces.<\/p>\n\n\n\n

App <\/strong>Saudi Building Code<\/strong><\/strong><\/h4>\n\n\n\n

Regarding\nthe general requirements, the regulations stipulate that the building must comply with the requirements and specifications of the\nSaudi Building Code, and that it must be constructed from materials commonly used for this purpose, such as\nbrick, reinforced concrete, aluminum, fiberglass, and similar materials, in terms of both quality\nand appearance. The use of any material containing asbestos is strictly prohibited; however,\nuse prefabricated metal roofing, provided it is smooth and easy to clean, or painted\nwith a washable oil-based paint. Floors must be made of materials that are easy to clean and impervious\nto water, smooth, non-absorbent, and non-slip, and must not be affected by industrial cleaning agents or acids\nused in general cleaning, and have flat surfaces free of cracks\nand potholes.<\/p>\n\n\n\n

Safety\nand Health Requirements<\/strong><\/h4>\n\n\n\n

Furthermore,\nthe building and all its facilities must be well-ventilated; in\nhot regions, artificial ventilation must be used in addition to natural ventilation, and the premises must be equipped with the necessary devices\nto monitor and measure air quality. Furthermore, the kitchen and its equipment must comply with the provisions\nset forth in the regulations governing health requirements for restaurants, kitchens, and\nand similar establishments. The kitchen must be adjoined by a separate food storage area,\nwhich complies with the necessary health requirements for the transport, storage, and handling of food, such as\ntemperature, humidity levels, and storage methods, and be equipped with appropriate freezers and refrigerators,\nand it must meet security and safety requirements in accordance with civil defense regulations.<\/p>\n\n\n\n

Requirements for Kitchen Staff<\/strong><\/h4>\n\n\n\n

With regard\nto the requirements for kitchen staff, the regulations stipulate that employees must obtain valid\nhealth certificates attesting that they are free of infectious diseases, and that all\nworkers against typhoid and meningitis, as well as any other vaccinations deemed necessary by the\ncompetent health authorities. All workers must be well-groomed, take full care of their\nand keep their nails trimmed at all times; any employee exhibiting any symptoms\nof illness, or showing blisters, cuts, or skin sores on their hands, or who is known to have come into contact with a patient\nwith a contagious disease.<\/p>\n\n\n\n

Precautions Inside\nDining Halls<\/strong><\/h4>\n\n\n\n

In addition,\nthe person in charge of the workplace must notify the relevant health authorities if any of his employees develops\nan infectious disease, and must equip the dining area with a sufficient number of tables\nand chairs that can be washed and sterilized, with only one chair per table, and a\ndistance of 2 meters between each table. They must also provide a sufficient number of water coolers; preferably,\nthe drinking cups used are of the disposable type, and that\nairtight containers be provided for the collection and prompt disposal of food waste.<\/p>\n\n\n\n

First Aid Room\nand Emergency Equipment<\/strong><\/h4>\n\n\n\n

The\nregulations stipulate that the housing must have at least one first-aid room for emergencies, which is\nprovided by the residence operator and staffed by a qualified healthcare practitioner, and must contain\nfirst-aid supplies and rapid screening devices, such as thermometers. In the event\nno mosque is available near the residence, a suitable prayer space must be provided that can accommodate worshippers,\nand congregational prayers in the mosque must be suspended until the precautionary measures to prevent the spread of the\nor any other precautionary measures.<\/p>\n\n\n\n

The regulations also stipulate\nthat housing units be allocated separately for male workers and female workers, with each group\u2019s units\nseparate from the other, whether all housing units are owned by the employer or rented,\nand that each worker be allocated 12 square meters of living space, such that\nphysical distancing is adequate and does not lead to the transmission of any infection.<\/p>\n\n\n\n

The\nregulations emphasize that if workers\u2019 housing is rented, the provisions of these\nterms shall apply; furthermore, the employer must ensure that the housing\nprovided for its workers meets health standards, in accordance with these regulations, and must house them in\nworkers\u2019 housing complexes, if available.<\/p>\n\n\n\n

Construction of Sterilization Rooms<\/strong> In workers' housing<\/h4>\n\n\n\n

The updated regulations stipulate certain precautionary measures to limit the spread of the COVID-19 pandemic, including: the establishment of a sterilization chamber, designated as the sole entry and exit point for all residents; the sterilization of all workers\u2019 full uniforms through this chamber; and the installation of sterilization devices inside all employee buses for use after boarding; In addition, the dormitory\u2019s exterior entrance doors must open and close automatically and be equipped with an air curtain, In addition, separate isolation rooms must be available, designated for workers newly arriving from outside the Kingdom or for workers exhibiting any signs of illness.<\/p>\n\n\n\n

Disinfectants and sanitizing supplies are available in all residential facilities, as well as disposable face masks and protective gloves, A contract has been signed with a specialized company for cleaning and waste collection within the residence and transporting it to the municipal landfill, as well as with a specialized company for pest control within the residence. In addition, residents\u2019 temperatures are periodically checked using a laser thermometer after sanitization, and providing a schedule detailing the periodic disinfection of surfaces with disinfectants, a schedule for monitoring the cleaning and disinfection of restrooms and their faucets, and sensor-activated sinks.<\/p>\n\n\n\n

Penalties\nfor Violators<\/strong><\/h4>\n\n\n\n

The\nregulations stipulate that, without prejudice to any more severe penalty, the employer\u2014whether a\nnatural or legal person\u2014shall be subject to a fine of no less than five thousand riyals, and no\nexceed ten thousand riyals\u2014for violating any of the health requirements for workers\u2019 housing within\nAl-Omran, provided that the violation is rectified. The fine shall be imposed for each separate violation, and\nthe maximum penalty in the event of a repeat offense, as approved by a decision of the\nHonorable Council of Ministers in 1422 AH and amended by a Council decision in 1437 AH.<\/p>\n\n\n\n

It is worth\nnoting that these conditions apply to all workers\u2019 housing both within and\noutside urban areas, and that the committees formed in the regions and governorates, as well as those designated by the Minister\nMunicipal and Rural Affairs deems appropriate are responsible for monitoring the implementation of these conditions in all workers\u2019 housing, both within\nand outside urban areas, in all cities of the Kingdom.<\/p>\n\n\n\n

The Ministry of Municipal and Rural Affairs called on all its affiliated agencies, other government agencies, and the private sector to enforce these requirements to protect public health.<\/p>\n\n\n\n\n\n
