The Ministry has also considered the diversity of investment opportunities to suit all segments of investors when updating the regulations and operational instructions governing them.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Key features of the list updates<\/strong><strong><\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The Undersecretary of Municipal and Rural Affairs for Planning and Programs, Eng. Khaled bin Mohammed al-Dughithr, reviewed in a press conference held this morning, Wednesday, at the Ministry\u2019s headquarters, the key features of the updates to the regulation whose implementing instructions have been issued, including:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2013 Enabling the qualification of investors based on the technical capabilities and financial solvency of quality projects, ensuring the improvement of the quality and sustainability of investment projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2013 Open new horizons by enabling many models of partnership with the private sector, and increasing the maximum contractual duration; to reach 50 years; enabling the attraction of capital investments for large projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2013 Modifying the exemption period for the fee to reach 10% of the project duration as a maximum for the construction period.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2013 The regulation included the possibility of direct leasing of municipal properties for temporary purposes immediately and for a period of up to three months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2013 Reducing the value of bank guarantees when submitting bids; to become 25% of the annual bid value instead of the previous 100%.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The regulation included numerous controls aimed at improving the quality of life in cities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Degtyrther concluded by stating that updating the list of procedures for municipal real estate and issuing the implementing instructions regulating them are part of the legislative roadmap for initiatives to develop the municipal investment system; the ministry is working on several other paths to contribute all of them \u2013 with God\u2019s help \u2013 to the success of the development of the municipal
