1. The residences for which services are requested must not be among the following:<\/p>\n\n\n\n

 A. Dwellings constructed on land designated for public services, allocated to a government agency, or expropriated for a public project.<\/p>\n\n\n\n

 B \u2013 Dwellings built on land privately owned by others.<\/p>\n\n\n\n

 C \u2013 Housing units built on government-owned land that cannot be transferred to citizens under Royal Decree No. (071\/4\/M) because they are harmful or dangerous, or because they could cause communal problems or lead to the emergence of new slums.<\/p>\n\n\n\n

 D. Dwellings that violate building codes and regulations or that have led to the emergence of informal settlements, and whose status has not been addressed in accordance with the law.<\/p>\n\n\n\n

E. Dwellings constructed on land subject to regulations that prohibit ownership or the construction of dwellings on such land.<\/p>\n\n\n\n

f. Residences exposed to environmental hazards or located in areas that threaten the safety of their occupants, such as: residences situated within the right-of-way or path of wadi beds, or located beneath the route of high-voltage power lines belonging to the electric utility company, or within the right-of-way of such lines, or within the right-of-way of oil and gas pipelines or facilities and the like, or located within the hazard zone of hydrocarbon companies\u2019 operations.<\/p>\n\n\n\n

2- The applicant must not own a residential unit registered in his or her name.<\/p>\n\n\n\n

3. There must be no residential electricity meter registered in the applicant\u2019s name at the time of application or during the (12) months preceding the date of application for electricity service.<\/p>\n\n\n\n

 Second: Compliance with the provisions and procedures set forth in the Guide for the Provision of Services to Dwellings Whose Owners Do Not Hold Legal Title Deeds, attached to Ministry of Housing Letter No. (227), without prejudice to the requirements set forth above.<\/p>\n\n\n\n

Third: Owners of homes that meet the above requirements and to which services have been connected are granted a grace period of one year\u2014beginning on the date the service was connected\u2014to submit ownership documents approved by the state.<\/p>\n\n\n\n

Fourth: If the specified deadline for submitting ownership documents passes without their submission, the matter of separating employment from housing will be considered by a committee formed for this purpose, consisting of representatives from the Ministry of Interior (the regional emirate), the Ministry of Municipal and Rural Affairs, the Ministry of Human Resources and Social Development, and the Ministry of Housing; this committee shall operate under the supervision of the regional emirate in which the residence is located.<\/p>\n\n\n\n

Fifth: The provision of services to these dwellings does not constitute proof of ownership.<\/p>\n\n\n\n

Sixth: Compliance with the provisions and requirements referred to herein does not preclude eligibility for the housing support program.<\/p>\n\n\n\n

Seventh: In applying the controls and requirements set forth in the preceding clauses, the provisions of Royal Decree No. (218\/5) shall be observed.<\/p>\n\n\n\n
