The initiative includes three main services: job transfers, temporary leave and return, and permanent departure, which cover expatriate employees in private-sector establishments under specific regulations that take into account the rights of both parties to the contractual relationship.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Positive Impact on the Economy<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During his participation in a workshop organized by the Riyadh Chamber (virtually) to introduce the initiative in collaboration with the Ministry of Human Resources and Social Development, that the initiative would yield positive economic outcomes in terms of labor market flexibility and development, and contribute to achieving the goals of (Vision 2030) in terms of human capital development and improving the work environment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Al-Harbi explained that the initiative builds on the ministry\u2019s previous efforts to develop the labor market in line with the Kingdom\u2019s economic growth, He added that the initiative aims to enhance the attractiveness of the labor market, noting that international experiences were drawn upon in its development and that it was discussed in various meetings with more than 700 employers to gather their input, emphasizing that it is primarily aimed at enforcing the contractual framework governing the employment relationship between employers and employees in accordance with the documented employment contract between them.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Implementation Mechanism and Terms and Conditions for the Three Services<\/strong><strong><\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Al-Harbi reviewed the implementation mechanism and terms of the three services included in the initiative, noting that they provide <a href=\"https:\/\/www.youtube.com\/watch?v=xClnjynlYek\">Career Transition Service<\/a> Expatriate workers may switch to another job upon the expiration of their employment contract without needing their employer\u2019s consent; the initiative also specifies the mechanisms for switching jobs during the term of the contract, provided that the notice period and specified regulations are observed, He said that the Exit and Return Service allows foreign workers to travel outside the Kingdom upon submitting a request and notifying their employer electronically, Meanwhile, the \u201cFinal Exit\u201d service enables migrant workers to leave during the term of their employment contract or immediately after its expiration, in addition to allowing them to leave the Kingdom while bearing all the consequences of contract termination. He explained that the initiative\u2019s implementing regulations will be issued soon.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Enhancing Labor Market Competitiveness<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, Engineer Hani Al-Maajil, Undersecretary for Labor Policies at the Ministry of Human Resources and Social Development, explained that the initiative aims to enhance the competitiveness of the labor market. He praised the cooperation between the ministry and the private sector in achieving these goals, noting that the ministry has launched numerous initiatives to develop the labor market. He said that reviews of the labor system will be conducted, including meetings with business owners to gather their input, adding that the initiative was developed following numerous meetings with the private sector and based on studies and research that incorporated international best practices in this field.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Issuance of Replacement Visas<\/strong><strong><\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The workshop discussed the mechanisms for implementing the three services and their implications for employers, particularly with regard to the payment of compensation, allowing workers to transfer, and the need to establish criteria to ensure greater control over the exit and return visa service, and safeguarding the confidentiality of the establishment, emphasizing that Article 83 of the Labor Law addresses these matters. Participants also noted the number of workers eligible for transfer, its relationship to the contract term, and the mechanism for the Ministry to grant visas as a replacement for a worker who leaves the establishment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This initiative is part of the partnership between the Ministry and the Chamber, aimed at highlighting new regulations and decisions related to the labor market. It commends the Ministry\u2019s commitment to taking the private sector\u2019s views into account when issuing decisions and notes the initiative\u2019s objectives todevelop the work environment and open opportunities for national talent.
