The Main Committee is responsible for monitoring and protecting state-owned properties from any encroachment and preserving them within the scope of the region\u2019s administrative oversight; issuing the necessary decisions to remove encroachments on state-owned properties, which are then approved by the Emir of the region; it also oversees the implementation of measures to remove such encroachments after the necessary decisions have been issued, ensuring that implementation does not exceed authorized limits; and it prepares monthly reports on the progress of its work and the challenges it has faced, which are submitted to the Emir of the region.<\/p>\n\n\n\n
The headquarters of the main committee shall be located in the emirate of the region, which shall provide it with the support it needs to carry out its work, Each main committee shall be responsible for monitoring and protecting state-owned real estate from any encroachment and preserving it within the administrative jurisdiction of the region in accordance with the mechanisms necessary to fulfill its assigned mission, including reports submitted by ministries and other government agencies, reports it receives from natural or legal persons, and information provided by aerial and satellite imagery.<\/p>\n\n\n\n
In accordance with the regulations governing the monitoring of state-owned properties and the removal of encroachments, the Main Committee carries out the tasks assigned to it, based on an on-site inspection of any state-owned property subject to encroachment, halting any encroachment on such properties, and drafting a report stating that the committee has verified the encroachment and reviewed any available documents or records related to the site, which all committee members shall sign in accordance with the procedures set forth in these regulations.<\/p>\n\n\n\n
The violator must remove the encroachments at his own expense within a period not exceeding ten days from the date of being notified thereof; in the event of his refusal or delay, the encroachment shall be removed under the supervision of the Main Committee. Government agencies\u2014each within its respective jurisdiction\u2014shall cooperate with the Main Committee in removing the encroachment, and the Committee may enlist the assistance of the private sector in providing the equipment required for the removal.<\/p>\n\n\n\n
According to the regulations governing the monitoring of state-owned real estate and the removal of encroachments, the encroacher is required to pay the costs of removal and all compensation and expenses resulting from the encroachment, including compensation for the removal of raw materials and the costs of restoring the site to its condition prior to the encroachment, The penalties and sanctions prescribed by law shall be imposed on the encroacher on state-owned property.<\/p>\n\n\n\n
The application of these rules shall not prejudice the right of any person affected by the removal\u2014whether a natural person or a legal entity\u2014to seek redress from the relevant authorities or the competent courts, as the case may be, regarding any violation during the execution of the removal that contravenes the provisions of these rules.<\/p>\n\n\n\n
According to the regulations, the regional governor or his delegate may request that the competent authority suspend the services provided to the violator if the situation so requires, and the competent authority must comply with the request in accordance with the provisions governing the suspension of services.<\/p>\n\n\n\n
