The Ministry of Municipal Affairs, Rural Development and Housing stated that the total amount of the white land fee invoices issued by the program amounted to 6,500 invoices (payment orders) for approximately 950 plots of land in all cities where the land fee system is applied.

Abdullah Al Hammad, Deputy Minister of Municipal Affairs, Rural Affairs and Housing for Land and Space, said that the implementation system for the white land fee bills came into effect in August 2020, meaning that final payment orders require payment, noting that enforcement proceedings are resorted to to collect the fees from the accounts or properties of the owners of those lands in case of non-compliance with payment.

He explained that the total area developed and lands \u201cunder development\u201d and those transferred to other owners have exceeded 90 million square meters since the start of the White Lands Program, noting that the first phase of the White Lands Fee Program is being implemented in ten governorates and major cities, some of which are nearing the end of their permit period to register their lands, while others are implementing the first phase, which contributed to the interest of many landowners tasked with registering and developing their lands, according to the Al-Eqtisadi newspaper.

The Ministry of Municipal Affairs, Rural Development and Housing recorded approximately 100 million square meters of white land subject to fees on behalf of its owners who refrained from registering it in the program after strengthening cooperation with government agencies such as the Ministry of Justice and the Secretariat and the State Real Estate Authority.

This comes in addition to the program\u2019s objectives to contribute to creating a balanced real estate market and combating land monopoly practices, through the implementation of the White Land Fee Program in its first phase, which focuses on undeveloped lands with an area of ten thousand square meters or more. During the current year, we aim to expand into the targeted cities.

The program works to analyze data and find opportunities to improve business efficiency to achieve the program\u2019s objectives, while the program also works to follow up on overdue invoices and have them paid to the Ministry of Justice for completion of implementation if there is no compliance, leading to the conversion of white land into real estate for the purpose of balancing supply and demand and maintaining price equilibrium and combating monopolistic practices.<\/p>\n\n\n\n



In April of this year, the Council of Ministers approved an amendment to the White Land Fee Regulation and determined three implementation stages, the first of which includes undeveloped lands with an area of ten thousand square meters or more, located within the range determined by the Ministry, the second stage includes developed lands with an area of ten thousand square meters or more, and developed lands owned by a single owner with an area of ten thousand square meters or more in a single plan within the range determined by the Ministry.

The third phase includes developed land of five thousand square meters or more and the total developed land of one owner of ten thousand square meters or more in one city within the range determined by the Ministry.

The amendments included the possibility of applying more than one stage in one city, in addition to the ministry conducting and periodically reviewing the situation in any city to determine whether to apply fees on the land in that city, to suspend the application, or apply one or more stages beyond a certain stage and move to the next stage in the same city.
