{"id":32377,"date":"2021-08-31T17:26:27","date_gmt":"2021-08-31T14:26:27","guid":{"rendered":"https:\/\/amlak.net.sa\/?p=32377"},"modified":"2021-08-31T17:26:27","modified_gmt":"2021-08-31T14:26:27","slug":"%d8%a8%d8%a3%d9%85%d8%b1-%d8%a7%d9%84%d9%85%d9%84%d9%83-%d8%b3%d9%84%d9%85%d8%a7%d9%86-%d8%a7%d9%84%d9%85%d9%88%d8%a7%d9%81%d9%82%d8%a9-%d8%b9%d9%84%d9%89-%d9%86%d8%b8%d8%a7%d9%85%d9%8a","status":"publish","type":"post","link":"https:\/\/amlak.net.sa\/en\/32377\/","title":{"rendered":"\u201cCouncil of Ministers\u201d: Approval of the \u201cJudicial Costs\u201d and \u201cExecution before the Grievances Court\u201d laws\u201d"},"content":{"rendered":"<p class=\"wp-block-paragraph\">The Council of Ministers, chaired by Custodian of the Two Holy Mosques King Salman, approved the Judicial Costs System and the Execution System before the Board of Grievances.<br \/><br \/>At the beginning of the session, the Custodian of the Two Holy Mosques briefed the Cabinet on the content of the meetings and talks that took place between the Kingdom of Saudi Arabia and a number of brotherly and friendly countries during the past days, aimed at consolidating bilateral and multilateral cooperation in order to further promote and enhance relations at all levels.<br \/>In this regard, the Council discussed the agreement signed by the Kingdom and Russia for cooperation in the military field, in an effort to develop bilateral relations between the two friendly countries in support of international peace and stability, as well as the signing of the protocol amending the minutes of the establishment of the Saudi-Qatari Coordination Council, which is a comprehensive framework to push their partnership to broader horizons according to the Kingdom's Vision 2030 and Qatar's Vision 2030, and to meet the aspirations of the two leaderships and achieve the interests of the two brotherly peoples.<br \/>In a statement to the Saudi Press Agency, Minister of State, Cabinet Member and Acting Minister of Information Dr. Essam bin Saad bin Saeed said that the Cabinet discussed the Kingdom's participation in the Baghdad Conference on Cooperation and Partnership, which emphasized the commitment to support the stability and development of Iraq and stand by it towards a bright and promising future, commensurate with its Arab, regional and international status, and continue cooperation and coordination with countries in the region to confront the threat of extremism and terrorism that threatens the world, as well as rejecting foreign interference activities in some Arab countries.<br \/>The Council then reviewed a number of topics on the latest events and developments in the region and the world, expressing hope that relations between the Kingdom of Morocco and the People's Democratic Republic of Algeria will be restored as soon as possible, and reiterating the call to the brothers in the two countries to give preference to dialogue and diplomacy to find solutions to the contentious issues to open a new page for relations between them, which will benefit their peoples, achieve security and stability for the region, and strengthen joint Arab action.<br \/>The Cabinet considered the two attempts by the Iranian-backed Houthi terrorist militia to attack Abha International Airport in a systematic and deliberate manner, one of which resulted in injuries and damage to a civilian aircraft, as a continuation of hostile acts and a war crime targeting passengers of various nationalities and airport workers, stressing that measures should be taken to ensure the protection of civilian objects and civilians in accordance with international humanitarian law and its customary rules, Dr. Essam bin Saeed said.<br \/>The Council expressed the Kingdom's strong condemnation and denunciation of the terrorist attack that targeted Hamid Karzai International Airport in the Afghan capital, Kabul, and emphasized its rejection of such criminal acts that contradict all religious principles and moral and human values.<br \/>In local affairs, the Cabinet described the Kingdom's launch of a package of qualitative initiatives and technical programs in cooperation with major technology companies in the world, in the largest technical launch of its kind in the Middle East and North Africa region, with a total value of nearly four billion riyals, as a translation of the state's directives - may God protect it - to achieve the objectives of (Vision 2030) by seizing the opportunities of the digital economy and establishing the Kingdom as a regional technological center for entrepreneurs, innovators and programmers.<br \/>On the occasion of the new academic year, the Council affirmed the state's interest in upgrading the quality of education as a key pillar to achieve aspirations towards progress, prosperity, development and civilizational advancement in knowledge and science, including the development of curricula, study plans, tracks and digital platforms to keep pace with and apply global best practices and achieve the goals of human capacity development and the Kingdom's Vision 2030 programs.<br \/>The Council of Ministers reviewed the topics on its agenda, including topics that the Shura Council was involved in studying, as well as the findings of the Council of Economic and Development Affairs, the Council of Political and Security Affairs, the General Committee of the Council of Ministers, and the Council of Ministers' Expert Panel.<br \/>The Board concluded the following:<br \/>First:<br \/>Authorize the Minister of Interior - or his deputy - to discuss with the Sri Lankan side regarding the draft extradition agreement between the Government of the Kingdom of Saudi Arabia and the Government of Sri Lanka, sign it, and then submit the final signed copy to complete the legal procedures.<br \/>II:<br \/>Approving a memorandum of understanding regarding the establishment of the Saudi-Omani Coordination Council.<br \/>III:<br \/>Approving the agreement to establish the Saudi-Pakistan Supreme Coordination Council.<br \/>IV:<br \/>Authorize the Minister of Foreign Affairs - or his deputy - to discuss with the Estonian side regarding a draft memorandum of understanding on political consultations between the Ministry of Foreign Affairs of the Kingdom of Saudi Arabia and the Ministry of Foreign Affairs of Estonia, sign it, and then submit the final signed copy to complete the formal procedures.<br \/>V:<br \/>To authorize the President of King Saud University - or his deputy - to negotiate with the British side regarding a draft memorandum of understanding for academic cooperation between King Saud University in the Kingdom of Saudi Arabia and the University of Birmingham in the United Kingdom, sign it, and then submit the final signed copy to complete the formal procedures.<br \/>VI:<br \/>Authorizing the Chairman of the Board of Directors of the Saudi Data and Artificial Intelligence Authority - or his deputy - to negotiate with the Bahraini side regarding a draft memorandum of understanding between the Saudi Data and Artificial Intelligence Authority in the Kingdom of Saudi Arabia and the Information and e-Government Authority in the Kingdom of Bahrain regarding the activation of (Health Passport) to verify the conformity of travelers through King Fahd Causeway, citizens or residents of the Kingdom of Saudi Arabia and the Kingdom of Bahrain, with the health requirements related to the Corona virus (COVID-19), sign it, then submit the final signed copy to complete the formal procedures.<br \/>Seventh:<br \/>Approve a draft memorandum of understanding between the government of the Kingdom of Saudi Arabia and the government of Britain and Northern Ireland in the field of combating extremism, terrorism and its financing, and authorize the head of state security - or his deputy - to discuss with the British side in this regard, and sign it.<br \/>VIII:<br \/>Approve the judicial costs system.<br \/>IX:<br \/>Amending the Precious Metals and Precious Stones Law, issued by Royal Decree No. (M\/42) dated 10\/7\/1403 AH, by deleting the word \u201dtrade\u201d from Articles (II) and (XV) of the Law.<br \/>Tenth:<br \/>Abolishing the National Biodiversity Committee issued by Cabinet Decision No. (245) dated 8\/17\/1429 AH.<br \/>XI:<br \/>Amending the organization of the Public Authority for Real Estate -
