This is part of the program\u2019s efforts to increase the supply of land in the real estate market, and to help create a balanced real estate market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The program noted that many plots subject to fees have been developed in recent years in the targeted cities, emphasizing that the application of these fees continues to achieve its objectives by encouraging owners of undeveloped land to develop their plots, Furthermore, a portion of the revenues collected during the past period has been allocated to infrastructure development in a number of housing projects across various regions of the Kingdom, as stipulated in the executive regulations of the \u201cWhite Lands\u201d program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The program confirmed that fees are not applicable when land development is completed upon final approval of the plan, or when construction begins within one year of the date the payment order (invoice) is issued, with the aim of stimulating development, increase the supply of developed land, and achieve balance in the sector for the benefit of citizens.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It should be noted that the program\u2019s implementation phases were expanded to three following the Cabinet\u2019s approval of an amendment to the program\u2019s regulations. The first phase covered undeveloped land with an area of 10,000 m\u00b2 or more owned by a single owner, The second phase included developed land with an area of 10,000 square meters or more owned by one or more owners, in addition to the total area of developed land owned by a single owner that amounts to 10,000 square meters or more within a single approved master plan. Phase Three, meanwhile, defined developed land with an area of 5,000 square meters or more owned by a single owner or a group of owners, as well as the total area of developed land owned by a single owner that amounts to 10,000 square meters or more within a single city. All phases apply within the urban area defined by the Ministry of Municipal, Rural Affairs, and Housing.
