With the start of the new Hijri year 1444 AH, the fifth and final phase of Saudi Building Code<\/mark><\/a> Enforce compliance across all buildings and apply the requirements and specifications that ensure safety and quality; to safeguard human life, extend the life of the property, and protect rights.<\/p>\n\n\n\n

Opinions differ regarding the impact of implementing the building code on the real estate market and the construction sector, particularly with regard to the feasibility of actually enforcing the code\u2019s provisions and the resulting additional burdens and costs.<\/p>\n\n\n\n

The newspaper \u201cAmlak Real Estate\u201d surveyed a number of experts, contractors, and real estate professionals.<\/p>\n\n\n\n

Saber: Real Estate Prices Expected to Rise<\/mark><\/strong><\/h4>\n\n\n\n

First, Saber Mohammed Abdullah, a geotechnical engineer at the GTC Soil Testing and Measurement Company, says that implementing the code in the building and construction sector will improve construction efficiency and reduce engineering errors in both design and execution, which in turn will extend the lifespan of the property.<\/p>\n\n\n\n

Saber noted that the implementation of the code will result in the elimination of many unqualified contractors, as well as companies that are not classified by the Saudi Contractors Authority, and will also lead to alliances and mergers between large and medium-sized companies. Contractors will be required to comply with the code, as the Saudi code designates an accredited engineering supervision office to enforce and monitor compliance with the code\u2019s requirements.<\/p>\n\n\n\n

He predicted that real estate prices would rise by at least 20 to 30% compared to previous levels, and he also anticipated an increase in real estate investment given the massive construction boom the Kingdom is experiencing in line with Vision 2030.<\/p>\n\n\n\n

Al-Dabab: Concerns Over Non-Compliance <\/mark><\/strong><\/h4>\n\n\n\n

Engineer Mahidi Al-Dhabab, Deputy Director of Field Projects at APLS SFCO and a construction expert, believes that the implementation of the code will result in strong construction companies capable of keeping pace with the development of projects in line with the objectives of the blessed vision.<\/p>\n\n\n\n

Al-Dabab expressed concern that some contractors might not comply with the code at first, as they might not understand its purpose or might prioritize their own interests. He added: \u201cPerhaps the strict enforcement of the laws and public awareness that these measures are aimed at individual safety and the public good will make them realize the importance of this code and prompt them to implement it despite the expected increase in costs required by the code\u2019s implementation.\u201d.<\/a><\/p>\n\n\n\n

Latifa: Higher-quality and more distinctive outputs<\/mark><\/strong><\/h4>\n\n\n\n

For her part, Ms. Latifa Nasser Abdulrahman, a real estate marketer in northern Riyadh, said that the implementation of the code will ensure, God willing, the construction of sound buildings under proper oversight, which will extend the life of the property, meet the highest standards for consumers and investors, and result in higher-quality and more distinctive outcomes.<\/p>\n\n\n\n

She pointed out that demand will increase for buildings that comply with the code, because consumers will realize that the code provides a guarantee and protection against commercial fraud and poor construction quality. The best example of this is the \u201ccardboard villas,\u201d which have caused harm to many people.<\/p>\n\n\n\n

She expressed optimism that real estate prices would be reasonable and affordable for the majority, concluding her remarks by saying: \u201cThe Kingdom, and Riyadh in particular, is witnessing fruitful and robust growth and development in the real estate sector, and I believe that the future looks even brighter despite the difficulties and periods of stagnation; real estate is a vital and important investment in the Kingdom.\u201d.<\/p>","protected":false},"excerpt":{"rendered":"
