property<\/mark><\/a> The right of the General Authority for State Properties to stop the leasing process if the neighbors of the property to be leased by the government entity object before signing the contract and their reasons are valid, and the regulation sets conditions when subleasing the leased property to third parties in order to serve the public interest, \u201cAmlak\u201d lists the most important features of the regulation:<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">Renting from government agencies<\/mark><\/strong><\/h4>\n\n\n\n<p>The regulation authorizes the government entity wishing to rent to rent a property that meets its needs from another government entity by direct agreement in accordance with the provisions of the law.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">Renting to foreign nationals<\/mark><\/strong><\/h4>\n\n\n\n<p>&nbsp;The government entity may rent to foreign nationals in accordance with their labor contracts that stipulate that they may be housed.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">Studying market prices when renting<\/mark><\/strong><\/h4>\n\n\n\n<p>The regulation approves the study of market prices according to prevailing prices, prices previously dealt with, price references adopted internally and externally, and any other criterion approved by the Authority, and the results of the study must include an upper limit for the expected total value of the lease.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">Committees for direct agreement and bid opening<\/mark><\/strong><\/h4>\n\n\n\n<p>According to the regulation, one or more committees for direct agreement, one or more committees for opening bids, and one or more committees for examining bids shall be formed in the government entity.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">Stopping the rental process upon objection<\/mark><\/strong><\/h4>\n\n\n\n<p>The Authority has the right to stop the leasing process if the neighbors of the property to be leased by the government entity object before signing the contract and their reasons are valid.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">Renting two sides of a single property<\/mark><\/strong><\/h4>\n\n\n\n<p>The regulation authorizes the Authority to offer two or more government entities to lease the same property, if this would rationalize the financial costs for the government entities and develop the utilization of the property to be leased in a way that does not prejudice the need of those entities for real estate and the nature of their work.<\/p>\n\n\n\n<p><strong>11 ministries are subject to the charter system<\/strong><\/p>\n\n\n\n<p>The General Authority for State Properties has obligated 11 ministries to work under the executive regulations of the leasing system, including health, sports, commerce, municipal and rural affairs and housing, justice, investment,
