Abdulaziz Al-Issa"},"content":{"rendered":"<p class=\"p1\" dir=\"rtl\"><span class=\"Apple-converted-space\">\u00a0 <\/span>There has been a lot of talk about project stalling, and there have been a lot of suggestions, workshops, and seminars that have addressed this<span class=\"Apple-converted-space\">\u00a0 <\/span>the issue in detail and issued several proposals and recommendations, relative to the cause of the default<span class=\"Apple-converted-space\">\u00a0 <\/span>in delaying the utilization of a major<span class=\"Apple-converted-space\">\u00a0 <\/span>Projects<span class=\"Apple-converted-space\">\u00a0 <\/span>in various fields of development, health, education, services, and others.<\/p>\n<p class=\"p1\" dir=\"rtl\">Despite all these efforts, there is nothing new about this issue, whose negative effects on the country's overall development are difficult to quantify.<\/p>\n<p class=\"p1\" dir=\"rtl\">The latest statistics in the field of stalled projects indicated that there are more than 4,000 stalled projects in various regions of the Kingdom, including various service, health, educational, and other developmental projects.<\/p>\n<p class=\"p1\" dir=\"rtl\">The same sources also pointed out that the stalled projects in general in various regions of the Kingdom amounted to more than 100 billion riyals, which is a huge amount that confirms that the stumbling is not only in the projects, but in the consciences of some employees who are entrusted with the implementation of project procedures, and the weakness of monitoring and holding them accountable.<\/p>\n<p class=\"p1\" dir=\"rtl\"><span class=\"Apple-converted-space\">\u00a0\u00a0 <\/span>The reasons for the failure of projects are many, perhaps the most prominent of which is the lack of clarity of vision for some projects, meaning the absence of proper planning, and thus implementation is carried out randomly away from the scientific steps, in addition to<span class=\"Apple-converted-space\">\u00a0 <\/span>shortage<span class=\"Apple-converted-space\">\u00a0 <\/span>Efficiency<span class=\"Apple-converted-space\">\u00a0 <\/span>Many of the members of the project delivery and receiving committees have weak monitoring and follow-up, as well as the absence of<span class=\"Apple-converted-space\">\u00a0 <\/span>Coordination between the relevant authorities in the stages of project implementation, and the weak capabilities of some contractors to whom some projects are entrusted, which means that they are transferred to subcontractors who fail to implement them.<\/p>\n<p class=\"p1\" dir=\"rtl\"><span class=\"Apple-converted-space\">\u00a0 <\/span>There has been a lot of talk about the stalling of projects and we in \u00abAmlak\u00bb addressed this issue from many aspects and conducted many investigations and polled the opinions of many specialists, contractors and relevant authorities who diagnosed this issue, but the issue lies in how to take measures definitively to eradicate this crisis and solve it definitively, so when will this happen?.<\/p>\n<p class=\"p1\" dir=\"rtl\">Editor-in-Chief<\/p>\n<p class=\"p1\" dir=\"rtl\"><i>azizes@amlakmail.net<\/i><\/p>","protected":false},"excerpt":{"rendered":"<p><span class=\"span-reading-time rt-reading-time\" style=\"display: block;\"><span class=\"rt-label rt-prefix\">Reading time: <\/span> <span class=\"rt-time\"> &lt;
