An Analysis of the Saudi Building Code<\/strong><\/span><\/h4>\n

The enactment of the Saudi Building Code represents a tremendous leap forward in the Saudi regulatory system in general and in The Saudi Architectural System<\/span><\/a> In particular, this is a true indication that the Kingdom is making great strides toward a modern civil society.<\/p>\n

Article 1 of the Saudi Building Code defines the Code as \u201ca set of specifications and requirements, along with the accompanying implementing regulations and annexes related to building and construction, to ensure public safety and health.\u201d Article 2 of the Code\u2019s implementing regulations states that (The Code aims to establish minimum requirements and specifications that ensure public safety and health through the durability, stability, and structural integrity of buildings and structures; by facilitating access to them; and by providing a healthy environment, adequate lighting, and ventilation, rationalizing water and energy use, and protecting lives and property from the dangers of fire, earthquakes, and other building-related hazards).<\/p>\n

From this, it is clear that the goal of The Code System and Its Regulations<\/a><\/span> It ensures the safety and durability of buildings and that they are free from both minor and serious violations. Article 2 of the regulation stipulates that the code applies to all construction work in the public and private sectors, including the design, construction, operation, maintenance, and modification of buildings, and it also applies to existing buildings in the event of their restoration, change of use, expansion, or modification. Hence, we recognize that the use of standard building materials that ensure the safety, stability, and structural integrity of a building has become a regulatory requirement.<\/p>\n

We understand this from the text of Article 8, which states: \u201cThe designer supervising the construction and the contractor shall be jointly and severally liable to compensate the owner for any total or partial collapse of the constructed building that occurs within a specified period, and for any defect that threatens the structure\u2019s durability and safety, including hidden defects).\u201d.<\/p>\n

There is no doubt that these provisions of the code system encourage stakeholders to use standard materials with specific specifications, which means that demand for those materials will increase significantly.<\/p>\n

The first step in constructing a sturdy building with a long lifespan is selecting the right building materials. Good design can only be achieved by using high-quality materials; therefore, materials are the key to a well-performing building. The quality of construction depends largely on the materials used; it is only natural that good materials used to manufacture a particular product will result in a well-made product.<\/p>\n

When the use of standard materials in construction is mandated by regulation, this directly implies that demand for those standard materials will be high. High demand for a particular product means a rise in its price; consequently, the prices of all materials used in its production will also rise. For example, if the use of high-quality cement is mandated, demand for that type of cement will rise, leading to higher construction costs, which will ultimately result in higher real estate prices.<\/p>","protected":false},"excerpt":{"rendered":"
