The landowner bears full responsibility for the fence and its maintenance, for any damage caused to it, and for keeping the entire property clean.\u201d.<\/p>\n<p>The draft, which was released by the Ministry of Municipal, Rural Affairs, and Housing via the \u201cIstisla\u2019al\u201d platform operated by the National Center for Competitiveness\u2014a copy of which was reviewed by *Al-Eqtisadiah*\u2014stipulates that <span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/amlak.net.sa\/en\/32978\/\">Obtaining a Fencing Permit<\/a><\/span>... and fencing off the land does not exempt the owner from paying white land fees.<\/p>\n<h4><span style=\"color: #800000;\"><strong>Correcting the Wall in Case of Deviations in Construction<\/strong><\/span><\/h4>\n<p>The guidelines require the landowner to correct the fence if its construction differs from what was approved when the fencing permit for the vacant lot was issued; furthermore, if a single owner owns several adjacent plots of land, a standardized model must be applied, and no internal dividing fence is required between the individual plots.<\/p>\n<p>The project requires taking into account the regulations and procedures of royal authorities and development agencies if the land falls within the scope of an agency\u2019s jurisdiction, and coordinating with the Secretariat in this regard, In addition, government agencies must coordinate with the Secretariat to fence off their vacant land, emphasizing that the fence around vacant land must be removed if any activity takes place on the land, and that vacant land designated by the competent authorities is not required to be fenced until the impediment is removed.<\/p>\n<h4><span style=\"color: #800000;\"><strong>Contract with a Certified Engineering Firm<\/strong><\/span><\/h4>\n<p>He emphasized that the regulatory authority at the secretariat\/municipality must inspect the sidewalk after the fence construction is completed to ensure that no damage has resulted from its construction. The project set two conditions for issuing a permit through the Baladi platform: contracting an engineering firm classified by the Ministry to issue a survey report through the Baladi platform for the land on which a permit to fence off vacant land is to be issued, and authorizing an engineering firm to issue a permit for fencing vacant land through the Baladi platform.<\/p>\n<p>He explained that permits for fencing vacant lots are issued through the platforms of the municipal authorities not affiliated with the \u201cBaladi\u201d platform, and that coordination takes place with the relevant municipal authority responsible for the area where the lot is located to ensure compliance with the requirements and regulations governing permits for fencing vacant lots.<\/p>\n<h4><span style=\"color: #800000;\"><strong>Establishing Guidelines for Urban Design<\/strong><\/span><\/h4>\n<p>The Ministry\u2019s strategy for addressing visual pollution is based on a series of pillars aimed at enhancing the visual appeal of cities, most notably the establishment of urban design guidelines and the enforcement of a set of rules and regulations to implement those guidelines, as well as working to change citizens\u2019 attitudes and behaviors and operational practices in line with improving the overall urban landscape.<\/p>\n<h4><span style=\"color: #800000;\"><strong>Improving the Landscape <span style=\"color: #800000;\">Urban<\/span><\/strong><\/span><\/h4>\n<p>Open spaces along roads and streets are among the most important elements that must be regulated and harmonized with the surrounding buildings in a civilized manner to enhance the quality of the urban landscape and achieve the Ministry\u2019s goals of improving the visual landscape in Saudi cities.
