{"id":54663,"date":"2024-09-02T14:01:57","date_gmt":"2024-09-02T11:01:57","guid":{"rendered":"https:\/\/amlak.net.sa\/?p=54663"},"modified":"2025-11-26T02:00:40","modified_gmt":"2025-11-26T02:00:40","slug":"%d8%b6%d9%88%d8%a7%d8%a8%d8%b7-%d8%aa%d9%85%d9%84%d9%83-%d8%a7%d9%84%d8%af%d9%88%d9%84%d8%a9-%d9%84%d9%84%d8%b9%d9%82%d8%a7%d8%b1-%d9%88%d8%a7%d9%84%d8%a7%d8%b3%d8%aa%d8%a6%d8%ac%d8%a7%d8%b1-%d8%a7","status":"publish","type":"post","link":"https:\/\/amlak.net.sa\/en\/54663\/","title":{"rendered":"Controls on state ownership of real estate and government leasing abroad"},"content":{"rendered":"<p><span style=\"color: #993300;\">I clarified <a style=\"color: #993300;\" href=\"http:\/\/www.spga.gov.sa\">Public Authority for State Properties<\/a> <\/span>Regulations governing state ownership of real estate and regulations governing the leasing of real estate abroad by government entities, which aim to ensure proper governance of procedures and enhance transparency, thereby improving the efficiency of government spending on real estate and its development.<\/p>\n<p>The authority said that the provisions of <span style=\"color: #993300;\"><strong><a style=\"color: #993300;\" href=\"https:\/\/amlak.net.sa\/en\/54549\/\">Regulations Governing State Ownership of Real Estate<\/a> <\/strong><\/span>It applies to applications for property ownership submitted by government entities within the Kingdom, and includes 22 articles addressing: \u201ctypes of ownership, procedures, the acceptance of offers, and the provisions governing these matters.\u201d.<\/p>\n<p>The regulations governing state ownership of real estate stipulate that the government entity must not own any unused property, and that no other state-owned property is available to meet its needs; they also require the approval of the board of directors<span style=\"color: #993300;\"> <strong><a style=\"color: #993300;\" href=\"https:\/\/amlak.net.sa\/en\/31124\/\">Public Authority for State Properties<\/a><\/strong><\/span> For a government entity that does not have statutory authority to own the property, provided that the necessary financial authorization to acquire the property is available.<\/p>\n<p>Regarding the regulations governing the leasing of real estate outside the Kingdom by government agencies, the Authority emphasized that no government agency may lease real estate outside the Kingdom except in cases of urgent need, provided that the necessary financial allocation for the lease is available in the government agency\u2019s budget, that the agency does not already own any unused property that meets its needs, and that it coordinates with the Authority to confirm that no state-owned property is available to meet its needs, that the property be designated for the purpose for which it is leased, and that the area of the property to be leased comply with the Authority\u2019s approved standards and be within the limits of the needs of the government agency seeking to lease it.
