Chapter One is devoted to the \u201dDeveloper Registry \u201d and includes the conditions for registering natural and legal persons, the criteria for evaluating them for inclusion in the Developers\u2019 Registry, and the conditions for accrediting real estate project consulting firms.<\/p>\n<h4><strong>Project Licensing and Implementation Mechanism\u00a0<\/strong><\/h4>\n<p>Chapter Two included provisions regarding \u201dthe licensing and implementation of off-plan sales and leasing projects,\u201c which covered the mechanisms for off-plan sales and leases, the requirements for licensing a real estate project, and the provisions regarding model agreements between the relevant parties, in addition to the mechanism for disbursement from the escrow account.<\/p>\n<h2><strong>Provisions Regarding Delays in Project Implementation<\/strong><\/h2>\n<p>Chapter Three addressed the consequences of \u201cdelays and setbacks in the implementation of off-plan sales and leasing projects.\u201d The regulations specified the additional time granted for project completion in the event of a delay, and stipulated the consequences of project failure. It also outlined the methods, approaches, and procedures to be followed to address delays and failures.<\/p>\n<p>Chapter Four of the regulations included provisions on \u201cSupervision, Inspection, and Enforcement,\u201d which outlined the private sector\u2019s responsibilities regarding the technical supervision of real estate projects, as well as the roles and responsibilities assigned to enforcement, oversight, and inspection officials, and provisions regarding violations in the implementation of off-plan sales and leasing projects. The regulations conclude with Chapter Five, which is devoted to \u201cFinal Provisions\u201d regarding the mechanisms and methods for reporting violations.
