Agreed Cabinet of Ministers<\/a><\/strong> At yesterday\u2019s session, chaired by the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud\u2014may God protect him\u2014and held in Jeddah, regarding the Anti-Corruption and Oversight Authority.<\/p>\n

His Excellency the President Oversight and Anti-Corruption Authority<\/a><\/strong> Mr. Mazen bin Ibrahim Al-Kahmous, We extend our thanks and appreciation to the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister\u2014may God protect them both\u2014on the occasion of the Cabinet\u2019s approval of the Authority\u2019s regulations.<\/p>\n

His Excellency explained that this system will help strengthen the Commission\u2019s role in carrying out its responsibilities regarding the fight against financial and administrative corruption in all its forms, thereby helping to safeguard public funds and preserve the nation\u2019s resources and achievements, This reflects the wise leadership\u2019s ongoing support for developing the legislative framework for law enforcement agencies, ensuring that perpetrators of corruption crimes are prosecuted and held accountable in accordance with legal and regulatory provisions, and the recovery of funds and proceeds resulting from such crimes for the State Treasury, The law affirms the Commission\u2019s complete independence and empowers it by granting the necessary authorities to exercise its jurisdiction, carry out its duties, and consolidate its role with complete impartiality, while simultaneously reaffirming the Kingdom\u2019s standing at the regional and international levels in the fight against corruption.<\/p>\n

24 provisions that promote transparency and integrity\u00a0<\/strong><\/h4>\n

He explained that the Anti-Corruption and Oversight Authority\u2019s regulations, comprising twenty-four articles, include numerous statutory provisions that define the types of corruption offenses within the Authority\u2019s jurisdiction, namely bribery, misappropriation of public funds, abuse of authority, and any other offense designated as a corruption offense under applicable law, It also defines the Commission\u2019s jurisdiction over administrative oversight, investigation, administrative prosecution, safeguarding integrity, promoting transparency, and international cooperation with regional and international bodies and organizations within the Commission\u2019s sphere of work, as well as investigating financial and administrative corruption, conducting criminal investigations, and bringing criminal charges.<\/p>\n

He noted that the law contains provisions relating to the Criminal Investigation and Prosecution Unit and its independence, as well as a council for the unit responsible for the personnel affairs of its members, It also contained provisions related to combating financial and administrative corruption, including: the penalty of dismissal from public office for a public official or anyone in a similar position upon conviction of a corruption offense, provisions regarding illicit enrichment and the flight of suspects outside the Kingdom, as well as granting the Authority the power to enter into financial settlements with those who voluntarily submit requests to that effect among natural or legal persons who have committed corruption offenses.<\/p>\n

Promoting the Public Interest\u00a0<\/strong><\/h4>\n

He also noted that such settlements in certain cases of financial and administrative corruption will help mitigate some of the economic and social impacts and serve the public interest by recovering embezzled funds for the state treasury through the adoption of a form of alternative criminal justice\u2014consensual criminal justice\u2014as an alternative to ordinary criminal proceedings .<\/p>\n

His Excellency emphasized that citizens, residents, and all public and private entities are partners with the Commission in strengthening efforts to protect integrity and combat corruption, and that the law guarantees the Commission the authority to take all necessary measures to provide the required protection to anyone who reports or provides information regarding any administrative violations or corruption offenses, in accordance with the relevant provisions.<\/p>\n

In conclusion, His Excellency the Chairman of the Oversight and Anti-Corruption Authority expressed his gratitude to the Custodian of the Two Holy Mosques and His Royal Highness the Crown Prince\u2014may God protect them both \u2013 for the tremendous support the Commission receives, which strengthens its efforts to achieve all that serves to protect integrity and transparency and combat financial and administrative corruption, in line with the comprehensive development the Kingdom is experiencing in light of its Vision 2030, by the grace of God and with His guidance.<\/p>\n
