The Saudi Commission for Accredited Valuers (SCA) plans to hold the curriculum courses 101 \u201dInternational Valuation Standards and Ethics and Conduct of Valuation Practices\" in Makkah from 01-05\/11\/2015, Riyadh from 22-26\/11\/2015, Tabuk from 06-10\/12\/2015, Dammam from 13-17\/12\/2015, and Riyadh from 27-31\/12\/2015.<\/p>\n
In addition, more than 90 real estate appraisal practitioners obtained provisional membership of the Saudi Commission for Certified Valuers during last Shaaban, after they passed the personal interview and completed the membership requirements by passing the curriculum test for the international appraisal standards and the ethics and conduct of the appraisal profession, bringing the total number of attendees of the Authority's courses to 1007 trainees since the Authority started the qualification program for real estate appraisers to obtain professional accreditation and license to practice the profession.<\/p>\n
Of them, 663 trainees attended 20 courses of the 101 curriculum in Riyadh, Jeddah, Medina, Al-Ahsa, Dammam, Abha and Hail, and 604 trainees passed their tests, in addition to 259 trainees in eight courses of the 102 curriculum \u201cBasic Principles of Real Estate Valuation\u201d in cooperation with the American Appraisal Institute in Riyadh, Jeddah and Al-Ahsa, and 201 trainees passed their tests, and two courses of the 103 curriculum \u201cBasic Real Estate Valuation Procedures\u201d were completed in Riyadh and Jeddah and attended by 85 trainees.<\/p>\n
For his part, Issam bin Hamad Al Mubarak, Secretary General of the Saudi Commission for Accredited Valuers, said: These courses come as a translation of the Authority's endeavor to regulate the real estate valuation profession, raise the performance of practitioners, and grant those practicing the profession before the entry into force of the residents' system the membership of the Saudi Commission for Accredited Valuers, in implementation of Ministerial Resolution No. 531 dated 3\/6\/1435 AH, which stipulates that everyone who practices the profession of real estate valuation must obtain the membership of the Saudi Commission for Accredited Valuers before 20\/3\/1437 AH. The membership of the Commission gives practitioners who fulfill the requirements the right to provide real estate valuation services in the Kingdom, and the need for their services increases in the courts to prove rights, especially in the procedures of seizure and execution, inheritance distribution, acquisition and merger, as well as to provide valuation services to the private sector from banks and real estate finance companies, in coordination with the Ministry of Justice and the Saudi Arabian Monetary Agency (SAMA).<\/p>\n
The Authority is intensifying its efforts to publicize the training courses that qualify for membership that allows practicing the real estate appraisal profession, after passing the training course on international appraisal standards and the ethics and behavior of practicing the appraisal profession and passing the personal interview.<\/p>\n
It is noteworthy that with the entry into force of the Certified Valuers Law, valuation has been transformed from a commercial activity to a profession, and the law stipulates the right of Saudi members of the Authority to register in the Department of Consulting Professions at the Ministry of Commerce and Industry and apply for a license to practice the profession of real estate valuation, while the Authority's Interview Committee receives applications for membership through the Authority's electronic portal and arranges interview dates and procedures, and the Registration Committee in the Ministry works to receive applications for issuing professional licenses for valuers who have obtained membership in the Authority and meet the conditions for registration in the register. It is also worth mentioning that the Cabinet decision was issued on 12\/1\/1436 H, which stipulates that the Ministry of Civil Service should include the task of evaluation under a suitable existing job title, such as jobs related to financial, accounting or engineering affairs. The Saudi Commission for Certified Valuers has launched a special website to register for the Commission's training courses, exams and all events held by the Commission, through the e-value services, which is the window of the electronic services provided and developed by the Commission to communicate with it and to organize the evaluation profession, serve its members and document their work, and those interested in the Commission's services can create their own file through the following link: http:\/\/qima.taqeem.gov.sa\/Qima\/register.xhtml<\/p>\n
