subtracted Public Authority for Real Estate<\/a><\/strong> Draft Procedural Guide for the Sale and Lease of Off-Plan Real Estate Projects<\/a><\/strong> Through the \u201cIstislaal\u201d platform, with the aim of enabling the public, government agencies, and the private sector to express their views and comments on the regulations before they are approved, in accordance with Article 2 of the Executive Regulations for the Sale and Lease of Off-Plan Real Estate Projects, issued by a decision of the Board of Directors of the Authority No. (Q\/M\/I\/H\/8\/2024\/T) dated 20\/10\/1445 AH.<\/p>\n

The \u201cAuthority\u201d explained that the draft \u201dProcedural Guide\u201d For the sale and lease of off-plan real estate projects<\/a><\/strong> It comprises fifty-five procedural documents aimed at regulating off-plan sales and leasing activities and enhancing transparency and disclosure to ensure the protection of the rights of all parties to the contractual relationship, Its implementation also aims to govern oversight and compliance activities and automate all procedures related to the issuance of relevant licenses and the stages of construction through to completion, This is an extension of the real estate legislative framework overseen by the Authority and falls within the objectives of the comprehensive strategy for the real estate sector.<\/p>\n

The Authority noted that the procedural guide for the sale and lease of off-plan real estate projects, outlines the real estate development process for off-plan projects, starting with the qualification and registration of developers in the registry and project licensing, through the various stages of implementation and the mechanisms for handling escrow accounts, all the way to project completion and handover. The Authority invited interested members of the public, as well as all government agencies and private sector entities, to review the guide on the Isti'la platform and to submit comments and suggestions regarding it.<\/p>\n

The Authority emphasized its commitment to ensuring that the procedural guide for the sale and lease of off-plan real estate projects contributes to the efficiency of the real estate development sector through the off-plan sale and lease system, and to increase the supply of commercial, residential, industrial, tourism, and other real estate products, thereby helping to strengthen the confidence of customers and investors in the Saudi real estate sector.<\/p>\n
