{"id":77335,"date":"2025-04-30T07:26:21","date_gmt":"2025-04-30T04:26:21","guid":{"rendered":"https:\/\/amlak.net.sa\/?p=77335"},"modified":"2025-11-25T22:23:25","modified_gmt":"2025-11-25T22:23:25","slug":"%d9%86%d8%b8%d8%a7%d9%85-%d8%b1%d8%b3%d9%88%d9%85-%d8%a7%d9%84%d8%a3%d8%b1%d8%a7%d8%b6%d9%8a-%d8%a7%d9%84%d8%a8%d9%8a%d8%b6%d8%a7%d8%a1","status":"publish","type":"post","link":"https:\/\/amlak.net.sa\/en\/77335\/","title":{"rendered":"Al-Haqeel: Amendments to the White Land Fees Law are an important step in providing real estate supply"},"content":{"rendered":"<p>Majid Al-Hogail, Minister of Municipalities and Housing, explained that the amendments made to the white land fees system constitute an important step to raise the efficiency of the sector in the Kingdom, enhance real estate development and raise its investment attractiveness, achieve balance in the real estate market, and contribute to the system with its new amendments in raising the efficiency of the use of unused lands and buildings, providing the real estate supply in general and residential in particular in addition to its role in achieving the objectives of the housing program, one of the programs of the Kingdom's Vision 2030.<\/p>\n<p>The directives of the Crown Prince, may God protect him, stipulated that the regulations for the white land system will be issued within (90) days from the date of publication of the system in the Official Gazette, and the regulations for vacant properties will be issued within a year from the date of publication, and this comes as an extension of the real estate legislation system that contributes effectively to achieving the objectives of the vision and the initiatives and programs emanating from it, which aim to develop the legislative and regulatory environment for the real estate sector and keep pace with the economic and investment movement in the Kingdom.<\/p>\n<p>The most notable amendments came in the rate of fees, land areas, types of use, stages of application, and its inclusion of vacant properties, which the law defines as (buildings ready for use and prepared for occupancy within the <span style=\"color: #800000;\"><strong><a style=\"color: #800000;\" href=\"https:\/\/mapservice.alriyadh.gov.sa\/geoportal\/geomap\">Urban area<\/a><\/strong><\/span> The new amendments impose fees on vacant properties within the approved urban area at a percentage of the similar rent (annual rent) not exceeding 5% of the value of the property as determined by the regulations.<\/p>\n<p>The amendments included raising the upper limit of the annual fee percentage not to exceed (10%) of the value of the property, and reconsidering the areas on which the fee is imposed in white lands, provided that the area of the land or the total land within the applicable scope is not less than (5) thousand m2 as determined by the regulations.<\/p>\n<p>The application of the fees is fair and transparent based on unified and accurate databases as defined by the regulations, with clear mechanisms for objection and grievance. The application of the system will include all regions of the Kingdom to represent an effective regulatory tool aimed at enhancing the sustainability of cities, reducing monopoly, and achieving the
