Announced Ministry of Municipalities and Housing<\/a><\/strong> About adoption The Executive Regulation for the White Lands Fee<\/a><\/strong>In a regulatory step aimed at increasing the supply of developed land to achieve balance between supply and demand, increase the supply of real estate units, protect fair competition, and combat monopolistic practices.<\/p>\n

The ministry clarified in a press statement today that the regulation adopts an improved mechanism for applying fees by dividing the targeted geographical areas into segments based on urban development priorities within the city; it imposes annual fees amounting to up to 10 percent of the value of the land for the segment with the highest priority for urban development.<\/p>\n

According to the regulation, which consists of 16 articles, the ministry periodically reviews the availability of units and land, the volume of their trading, and their prices, as well as the monopolistic practices in any city or geographical area, in order to determine whether to apply a tax on the land there, modify the area subject to the tax, or suspend its application.<\/p>\n

The ministry noted that the regulation set out five conditions that must be met. The regulation also considered the causes that may prevent the developer from developing, as the fee is not applied in cases of statutory impediments or obstacles that prevent the issuance of the necessary permits, provided that the developer is not responsible for them. The ministry may also grant an additional period for completing the development based on the nature and size of the land, in addition to the fact that completing the development of the land or building during the statutory period for paying the fee suspends the application of the fee.<\/p>\n

The ministry worked to facilitate the development procedures for owners and developers, which include issuing building permits, licenses, and other documents, through the Developers Services Center \u201cEtam,\u201d which speeds up the approval of plans and licenses through a unified platform, enabling those involved to accelerate development and enhance the efficiency of their real estate investments.<\/p>\n

The ministry called on the relevant owners, whose areas will be determined sequentially within upcoming official announcements, to register their lands through the program's online portal within the statutory deadline specified with each announcement.<\/p>\n
