the<strong><a href=\"https:\/\/amlak.net.sa\/en\/82689\/\"> White Land Fees Regulation<\/a><\/strong> In the capital Riyadh, a pivotal step within a package of four strategic decisions approved by Crown Prince Mohammed bin Salman last March, aiming to achieve real estate balance and sustain growth, and address the challenges facing the residential and commercial sector.<\/p>\n<p>In an interview with Al Arabiya Business, Al-Hogail revealed that these decisions included lifting the suspension of some lands north of Riyadh, developing the mechanisms of the relationship between the landlord and the tenant, in addition to providing new lands for citizens through the Royal Commission for Riyadh City, in addition to approving the revised fees for white lands.<\/p>\n<h3><strong>Increased real estate supply<\/strong><\/h3>\n<p>The minister explained that the aim of the fees is to increase the real estate supply and incentivize owners to develop their unutilized land, thus contributing to price correction and curbing speculation and monopoly, noting that the \u201cartificial scarcity\u201d imposed by land hoarding had previously led to a decline in urban development.<\/p>\n<p>He explained that<strong><a href=\"https:\/\/amlak.net.sa\/en\/82685\/\"> The new system is based on precise geographic ranges<\/a><\/strong>with graduated fees ranging from 2.5% to 10% to be billed next January, pointing out that the highest priority lands will be subject to 10%, compared to 7.5% for high priority, 5% for medium, and 2.5% for low, while lands outside the ranges were excluded from the fees.<\/p>\n<h4><strong>Alignment with Vision 2030<\/strong><\/h4>\n<p>Al-Huqail emphasized that the recent decisions are in line with the objectives of the Kingdom's Vision 2030, which puts Riyadh on the path to becoming one of the ten largest economic cities in the world, especially as the capital accounts for 50% of the non-oil economy and is preparing to host major events such as Expo 2030 and the 2034 World Cup.<\/p>\n<p>He added that the ministry is working through digital platforms such as Tamamam to speed up the issuance of licenses and approval of plans, ensuring a fair, transparent and stable market, calling on landowners whose land area exceeds 5,000 square meters to register it within 60 days through the portal to avoid fines of up to 100% of the fee value.<\/p>\n<h4>Broader investment opportunities<\/h4>\n<p>Al-Hogail pointed out that the decisions open the way for contractors, engineering offices and chains of activities related to the sector, as real estate provides more than 60 economic activities, stressing that urban development and increasing the supply will support the economic movement in contrast to land monopolization, which harms growth.<\/p>\n<p>He stressed that the revenues from the fees will be fully allocated to housing projects and increasing the housing supply, with an annual review of each city to ensure the effectiveness of the program of His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister - may God protect him - and the interest of the wise leadership in everything that serves the interest of the citizen and resident, we announce the geographical ranges of white land fees in the city of Riyadh in an important step to organize the real estate market and stimulate balanced urban development.<\/p>\n<p>He added that this phase enables owners and developers to capitalize on opportunities and supports the ministry's goals of increasing supply and achieving balance in the real
