Dr. Abdulhakim bin Abdullah Al-Kharji<\/strong><\/p>\n<p>Zakat is one of the pillars of Islam and a means of economic solidarity that strikes a balance between social classes and contributes to the revitalization of the financial cycle. In this context, requiring owners of white land to pay zakat is not only a legal requirement, but also a legal and economic necessity to protect the real estate market from monopoly and achieve justice in the distribution of resources.<\/p>\n<p>The <a href=\"https:\/\/amlak.net.sa\/en\/83029\/\"><strong>White land<\/strong><\/a> - Unutilized land inside or outside the urban area represents a monopolized real estate stock in the hands of a limited group, which leads to higher prices and stifles development. In the absence of actual use, these lands become a tool for speculation that does not produce housing or investment and does not benefit society.<\/p>\n<p>From a legal point of view, stagnant money that is neither invested nor used - if the conditions are met - is subject to zakat, and jurists have stipulated that <strong><a href=\"https:\/\/islamqa.info\/ar\/answers\/231858\/%D9%85%D9%84%D8%AE%D8%B5-%D9%81%D9%8A-%D8%A7%D8%AD%D9%88%D8%A7%D9%84-%D9%88%D8%A7%D8%AD%D9%83%D8%A7%D9%85-%D8%B2%D9%83%D8%A7%D8%A9-%D8%A7%D9%84%D8%B9%D9%82%D8%A7%D8%B1\">Land owned with the intent to sell is included in trade offers<\/a><\/strong>Thus, refraining from paying zakat on these lands represents a disruption of a legitimate purpose.<\/p>\n<p>From a legal and economic standpoint, making zakat mandatory would have a twofold effect:<\/p>\n<p><strong>-<\/strong> <strong>I:<\/strong> Incentivize land owners to sell or develop their land, to avoid paying repeated zakat without an investment return.<\/p>\n<p><strong>-<\/strong> <strong>The second:<\/strong> Supporting the state treasury or zakat funds to enhance their ability to finance housing and development programs for zakat recipients.<\/p>\n<p>Previous experiences have proven that financial instruments such as fees and zakat on land are effective in breaking the real estate monopoly and pushing the market towards balance, which is in line with the objectives of Saudi Vision 2030 in enhancing the quality of life and facilitating ownership.<\/p>\n<p>Hence, legalizing the obligation of landowners who are not subject to white land fees to pay zakat through a clear and explicit regulation - through the General Authority for Zakat - would be a positive measure that enhances market efficiency, achieves justice, and establishes the values of Islamic law in the management of public funds.<\/p>\n<p>This systematic overlap between the state's financial system and sharia duties reflects an integration between legal regulation and religious obligation, and highlights Saudi Arabia's keenness to achieve a balance between stimulating urban development and ensuring the fair distribution of wealth in accordance with the provisions of Islamic law.<\/p>\n<p>In conclusion, this approach is not only a religious duty, but also an economic requirement that contributes to
