Saudi Crown Prince Mohammed bin Salman's directive to suspend the annual increase in the rents of residential and commercial properties in Riyadh for five years, starting from September 2025, has sparked a state of movement and positivity in the Kingdom's real estate market, with some considering the new regulatory controls for the relationship between landlord and tenant as an important fundamental shift in the interest of the sector.<\/p>\n
The regulation of the relationship between landlord and tenant carries a message of reassurance to tenants, giving them psychological and financial stability for 5 years, but this directive is primarily aimed at creating a state of balance in the real estate market and curbing real estate inflation.<\/p>\n
The new regulations did not forget the rights of the landlord, just as they guaranteed the rights of the tenant and achieved psychological and financial stability, they guaranteed the landlord the possibility of obtaining the property in 3 cases, namely: Tenant default, structural defects that threaten safety, or the desire of the owner and his first-degree relatives to use the property for personal housing.<\/p>\n
Experts described the decision to ban rent increases for five years as a strategic move that addresses the recent crisis of random rent hikes, in addition to the fact that such decisions set clear boundaries for the relationship between the two parties and minimize legal disputes.<\/p>\n
According to a press statement by economist Hussein Al-Attas, he believes that freezing rent increases for five years addresses the crisis of rising rents, which he described as unacceptable, and in turn put pressure on the citizen, so these decisions come to address this crisis, in addition to achieving a balance between owner and tenant.<\/p>\n
Waleed Al-Zamil, a professor of urban planning at King Saud University, said that the Saudi Crown Prince's directive on banning rent increases is timely to address unfair rent hikes, pointing out that statutory fines for violating the provisions will ensure compliance and achieve more discipline in the sector.<\/p>\n
