agenda were discussed.&gt;<\/p>\n<p>After reviewing the recommendation of the Council of Economic and Development Affairs to impose fees on undeveloped land within the urban boundaries of cities, governorates, and districts, the Council of Ministers approved the Council of Economic and Development Affairs\u2019 preparation of the regulatory mechanisms and arrangements for this purpose, and agreed that the Council of Economic and Development Affairs should submit its findings to the Council of Ministers in preparation for referral to the Shura Council to complete the necessary regulatory
