He pointed out that the wage protection program for establishments that was recently implemented will help the inspection system within the ministry detect establishments that employ workers on behalf of others, as well as help detect cover-up cases and clamp down on labor that works for or on behalf of others.
The deputy minister said that the program’s working mechanism is based on a number of points related to the employer, as well as the bank or the bank, in addition to the employee, stressing the need for the establishment to open bank accounts or issue salary card for its employees through local banks and obtain a certified payroll file from the bank.
He added: «Upon completion of these procedures, establishments must register in the wage protection program through the Ministry of Labor's e-services website, and upload the data of the employees» wages according to the wage protection system form on the website.".

Wage protection
Abu Thunayen indicated that the employer must submit a monthly payroll file to the bank as a requirement for the program to pay the workers’ wages and receive a copy of the file after it is verified by the bank to upload it on the program’s website through the services portal. He pointed out that registered establishments must update the data of their employees’ wages periodically and immediately after any change occurs so that the correct data is reflected in the discipline rate for paying wages. He reiterated that the Wage Protection Program will contribute to reducing the number of complaints regarding the delay in paying wages that are submitted to the Ministry from time to time. He pointed out that the Wage Protection Program primarily aims to address labor market distortions and provide a safe working environment by making the workers’ benefits a top priority for the employer to ensure the stability of their decent living, in addition to ensuring the rights of labor parties by providing a reliable and comprehensive reference for wage data that is transparent.

Mandating large establishments
While the Ministry of Labor has required private establishments and schools with economic activity to implement the wage protection program for establishments with three thousand or more employees, according to the unified number for establishments and private schools regardless of their size, by registering and uploading payroll files through the Ministry of Labor’s electronic services website.
Abu-Daboon called on private establishments to expedite the necessary procedures to implement the decision and provide data on their employees, to avoid sanctions being imposed on the establishment, pointing out that the wage protection program does not interfere with determining wages in the private sector and does not impose any additional costs on the establishments by the Ministry; rather, it is based on monitoring and following up on the payment of wages to employees.
He added that the Ministry of Labor website provides the answer to many questions posed by business owners regarding the program and the steps to be followed for registration, as well as how to contact the program's team or call the customer service center phone number.

Reading time: 2 MinutesRiyadh – Al-Amal Ministry has started monitoring the payment of wages for all Saudi and expatriate workers in private sector establishments through monthly salary marches to curb companies’ manipulation, stressing that all ministry services will be suspended for establishments that violate the wage protection program, except for the renewal of work permits;
